Program Summary: The Ethiopia Conflict Sensitivity Hub (ECSH) supports humanitarian, peacebuilding, and development actors to integrate conflict-sensitive approaches into their work. The Hub focuses on research, capacity building, and collaboration to strengthen peacebuilding outcomes across Ethiopia.
Job Summary: The MEL and CARM Specialist will oversee monitoring, evaluation, accountability, and learning activities for the ECS Hub. The role includes leading data collection, designing MEL frameworks, coordinating reporting, and ensuring adaptive and conflict-sensitive monitoring systems. The Specialist will also mentor staff, build capacity, and collaborate with consortium partners to enhance evidence-based decision-making.
Key Responsibilities:
Develop and implement MEL plans and data quality systems.
Lead research, data analysis, and learning agenda development.
Coordinate reporting with partners and ensure quality, accuracy, and timeliness.
Integrate conflict sensitivity and gender responsiveness into MEL systems.
Facilitate capacity-building workshops and mentor staff.
Support adaptive management through outcome harvesting and theory of change reviews.
Qualifications:
Bachelor’s or Master’s degree in Economics, Statistics, Monitoring & Evaluation, Project Management, or related field.
5–7 years of experience in MEL within humanitarian, peacebuilding, or development programs.
Strong experience in research, analysis, and capacity building.
Excellent communication, stakeholder engagement, and report-writing skills.
Proficiency in English and at least one local language.
Proficiency in Microsoft Office and MEL tools such as TolaData.
