IOM Ethiopia’s Migration Management and Governance (MMG) Unit supports the Government of Ethiopia through three focus areas:
- Immigration and Border Governance (IBG)
- Labour Mobility and Social Inclusion (LMI)
- Coordination and Capacity Development (CCD)
The IBG Programme assists the government in strengthening policy, legislation, operations, human resources and technical systems to manage migration and border governance effectively.
Responsibilities and Accountabilities
- Support the IBG National Programme Officer and IBG Project Officer in the implementation of IBG activities, including workshops, meetings, work plans and monitoring.
- Organize capacity-building activities (venue, agenda, invitations, logistics, materials, transportation).
- Compile, analyse and present information for senior management, government partners and donors on IBG-related topics.
- Prepare and deliver project presentations; facilitate training sessions on IBG.
- Liaise with Ethiopia’s Immigration and Citizenship Service (ICS) and other border agencies for logistical coordination of joint IOM–GoE activities.
- Contribute to reporting, visibility materials, donor reports, and communication products according to IOM standards.
- Undertake duty travel to support field-level IBG programme activities when necessary.
- Perform any other duties assigned.
Experience
Qualifications
Education
- High school diploma with 5 years of relevant experience; or
- Bachelor’s degree in Political Science, International Relations, Social Sciences, Development Studies, Migration Studies, Human Rights, Law or related fields with 3 years of experience.
- Degrees must be from institutions listed in the UNESCO World Higher Education Database.
- Experience with international organizations, government institutions or NGOs.
- Knowledge and experience related to migration, border management and protection of migrant rights.
- Experience liaising with government authorities, INGOs, UN agencies and other stakeholders.
- Experience working with migrants, refugees, IDPs, victims of trafficking and vulnerable groups.
Skills
- Strong verbal and written communication skills.
- Solid organizational and time-management abilities.
- Familiarity with project implementation, evaluation, and financial administration.
- Ability to work independently and as part of a team.
- Knowledge of migration trends in Ethiopia and the region.
- Understanding of IBG concepts and governance frameworks.

- Fluency in English and Amharic (spoken and written) required.
- Knowledge of other local languages is desirable.
