About the Role
The MEAL Coordinator oversees the Monitoring, Evaluation, Accountability, and Learning (MEAL) functions and daily operations at the base level. The role provides technical leadership, ensures the implementation of MEAL systems, builds staff capacity, and supports decision-making through evidence-based practices. The Coordinator ensures program quality, data accuracy, compliance, and effective learning integration to improve program outcomes.

Key Responsibilities

  • Lead and supervise MEAL functions and strategies at the base level.
  • Build staff capacity through training, mentoring, and supervision.
  • Oversee the MEAL budget and ensure timely and effective utilization.
  • Ensure the development and consistent use of standardized MEAL tools.
  • Lead the implementation of DHIS II reporting, baseline, and end-line surveys.
  • Facilitate accountability mechanisms, complaint handling, and beneficiary feedback systems.
  • Support learning initiatives, including After-Action Reviews and documentation of success stories.
  • Ensure MEAL data informs management decisions and continuous improvement.

Technical Leadership
Provide strategic oversight of MEAL activities and ensure program evidence is used to guide management decisions. Develop effective MEAL plans, ensure quality assurance, and promote collaboration between the MEAL team and operational units.

System Development and Management
Implement MEAL systems aligned with organizational and donor standards. Design and deploy monitoring tools, track progress, and support high-quality data collection and analysis for informed decision-making.

Accountability and Learning
Promote transparency, community participation, and complaint resolution mechanisms. Ensure learning from program implementation is captured, documented, and shared across teams and partners for improved practices.

Capacity Building
Assess staff capacity needs and provide technical training and mentorship. Develop a knowledge-sharing environment through review meetings, learning events, and experience exchanges.

Qualification and Experience

  • Master’s or Bachelor’s degree in Epidemiology, Statistics, Economics, or related social/developmental sciences.
  • Minimum of 7 years’ experience for Bachelor’s holders or 5 years for Master’s holders in MEAL roles within humanitarian or development programs.
  • Strong knowledge of M&E principles, data management, and humanitarian quality standards.
  • Experience in mobile data collection, DHIS II systems, and GIS (preferred).
  • Fluency in English and proficiency in the local language are required.

Skills and Competencies

  • Excellent analytical, writing, and communication skills.
  • Proficiency in MS Office and statistical software (SPSS, STATA, EPI Info, ENA for SMART).
  • Experience in monitoring donor-funded projects (ECHO, GAC, SIDA, PRM, EHF).
  • Strong leadership, adaptability, and cultural sensitivity.

About the Role
The Senior MEAL Officer supports the overall MEAL system implementation and day-to-day operations at the base level. The position ensures monitoring, evaluation, accountability, and learning functions are effectively delivered, supports staff capacity, and promotes evidence-based decision-making for quality program delivery.

Key Responsibilities

  • Lead the implementation of MEAL systems and ensure compliance with organizational standards.
  • Conduct regular monitoring, baseline, and end-line surveys.
  • Ensure accuracy and timeliness of DHIS II reports and accountability tracking.
  • Facilitate data-driven decision-making through routine analysis and feedback.
  • Support learning and knowledge management through documentation and sharing of best practices.
  • Build staff capacity in MEAL methodologies and reporting standards.
  • Coordinate with program managers and field coordinators on reporting and performance evaluation.

Key Performance Metrics

  • Ensure 100% completeness and accuracy of DHIS II reports.
  • Track 100% accountability reports with timely CFRM responses.
  • Ensure 90% of planned MEAL activities are implemented and budget performance achieved.
  • Produce timely Post-Distribution Monitoring and learning reports.
  • Facilitate at least two After-Action Reviews and one learning event annually.
