Program Summary:
Mercy Corps Ethiopia has secured USAID/BHA funding for the Humanitarian Assistance for Conflict-Affected Populations (HACAP) program in Oromia. The goal is to provide integrated WASH, nutrition, protection, and cash assistance to IDPs, returnees, and vulnerable communities in Liben and Gumi Eldelo woredas.
Position Summary:
Under the supervision of the WASH Coordinator, the WASH Specialist will plan, implement, and monitor WASH activities in the Negele Borena Field Office. The position involves coordinating with team members, conducting assessments, supporting proposal development, ensuring quality project delivery, and collaborating with government and NGO partners. The specialist will also lead capacity-building efforts and ensure context-sensitive implementation.
Key Responsibilities:
Ensure all WASH activities comply with Mercy Corps, donor, and government standards.
Plan, design, and implement technical WASH projects including infrastructure and hygiene promotion.
Conduct site assessments, prepare designs, cost estimates, and supervise construction.
Monitor project progress, ensure community involvement, and provide technical guidance.
Support hygiene promotion activities through training, community engagement, and monitoring.
Prepare and submit regular progress reports to the WASH Coordinator.
Ensure proper budgeting, integration with other sectors, and adherence to humanitarian standards.
Represent Mercy Corps in cluster meetings and maintain coordination with relevant partners.
Program Management:
Ensure responsiveness to community needs and program consistency with Mercy Corps values.
Develop partner agreements, oversee training, and monitor progress using M&E systems.
Ensure effective and transparent use of financial and material resources.
Adhere to gender, accountability, and inclusion principles throughout implementation.
Qualifications and Experience:
BSc in Hydraulic and/or Water Resources Engineering or a related field.
Minimum of 5 years of experience in WASH projects including infrastructure development.
Knowledge of project design, SBCC, and management is essential.
Experience in NGOs or the private sector is highly advantageous.
Strong interpersonal, communication, and teamwork skills.
Proficiency in Afaan Oromo is required.
Willingness to travel frequently and work in rural areas.
