About the Job
Danish Refugee Council (DRC), one of the world’s leading humanitarian NGOs, is seeking a motivated and qualified HR & Administration Officer for its operations at the Shire Field Office. The role supports the smooth functioning of HR and administrative activities at base office level.
Overall Purpose of the Role
• Carry out human resources and administrative tasks to ensure smooth operation of the DRC Shire base office
• Ensure compliance with DRC policies, procedures, and operational standards
Key Duties and Responsibilities
Human Resources
• Ensure HR standards and procedures defined in the DRC Operations Handbook are applied and complied with
• Support all phases of recruitment for officers and below at base office level
• Assist sector managers in developing individual staff development plans aligned with DRC values and strategy
• Prepare and update staff induction and briefing packages
• Coordinate and oversee staff induction processes
• Support the Performance and Development Process
• Coordinate and develop staff training plans using the DRC Learning Catalogue
• Draft new and renewed employment contracts and handle personnel-related documentation
• Manage staff leave and absence records at base office level
• Assist in handling staff complaints through DRC-established mechanisms
• Ensure staff understanding and adherence to the DRC Code of Conduct
• Serve as focal point for staff health insurance and liaise with insurance companies and service providers
• Ensure timely enrollment of staff in insurance benefit schemes and maintain updated staff lists
• Provide professional HR advice to project managers
• Facilitate recruitment processes including job advertising, application management, testing, reference checks, interviews, and record keeping
Administration
• Oversee administrative tasks related to office management
• Coordinate accommodation and transport for external visitors and field missions
• Act as focal point for office rental and contract agreements and liaise with lessors
• Ensure staff onboarding and exit procedures are completed in coordination with Logistics and Safety teams
• Ensure monthly office utility payments are made on time
• Maintain a clean, safe, and suitable working environment
• Coordinate timely purchase of office cleaning and consumable supplies with the supply chain department
Qualifications and Experience
• Minimum of 2 years of relevant work experience in a similar role
• Proven ability to prioritize tasks and meet deadlines
• Strong organizational skills and ability to work in complex environments
• High level of initiative, analytical ability, and problem-solving skills
• Demonstrated people management and teamwork skills
• Excellent interpersonal and communication skills
Education
• Bachelor’s or Master’s degree in Human Resources, Management, or a related field
Language Requirements
• Fluency in spoken and written English
• Fluency in Afar, Tigrigna, and Amharic
