About the Job

Danish Refugee Council (DRC), one of the world’s leading humanitarian NGOs, is seeking a highly motivated Support Service Officer for its operations in Assosa, Benishangul Gumuz Region. The position supports the AFD-funded H.E.R project (Hope, Empowerment, and Resilience) and long-term operations in the region.

Overall Purpose of the Role

• Manage finance, administration, human resources, supply chain, and premises or warehouse support functions at field level
• Ensure compliance with DRC policies, procedures, and donor requirements
• Support the Project Manager in strengthening internal controls and accountability

Key Duties and Responsibilities

Finance

• Ensure timely and accurate payments for vendors, staff, and casual workers
• Maintain daily and monthly cash books and perform bank reconciliations
• Conduct regular cash counts and ensure proper cash management
• Process staff advances and ensure timely clearance with documentation
• Ensure accurate coding and posting of transactions in DYN (DRC ERP system)
• Assist in preparing monthly financial reports
• Support internal and external audits
• Ensure correct calculation and timely payment of tax, pension, and statutory deductions
• Maintain organized and auditable financial filing systems

Human Resources and Administration

• Support recruitment activities including vacancy posting, screening, interviewing, and onboarding
• Maintain accurate staff records, contracts, and leave tracking
• Provide updated timesheets and leave balances for payroll preparation
• Coordinate staff induction and orientation sessions
• Ensure staff registration with government pension schemes
• Verify staff ID cards and employment documentation
• Follow up HR correspondence with the Country Office HR team

Administration

• Manage office utilities including electricity, water, and internet
• Oversee lease agreements and ensure a functional working environment
• Organize meetings, workshops, and travel arrangements
• Manage accommodations, refreshments, and logistics for events
• Supervise compound management and office supplies

Warehouse and Premises Support

• Support stock receipt, documentation, and proper storage when required
• Coordinate with the Supply Chain team on inventory management
• Assist with regular inspection of premises and equipment
• Ensure proper documentation of inventory and casual labor contracts

Procurement and Supply Chain

• Manage field office procurement (P2P) within approved thresholds
• Develop and implement procurement plans in line with DRC and donor rules
• Maintain trackers for RFQs, LVPs, cash requests, and payments
• Share procurement updates weekly with managers and team leaders
• Participate in project management and budget follow-up meetings
• Ensure proper filing of supply chain documentation for audit purposes
• Process payments for completed goods, services, and works
• Ensure logistics systems support program implementation
• Conduct regular market surveys to ensure value for money

Qualifications and Experience

• Minimum of 2 years of relevant experience in finance, administration, HR, or logistics
• Experience working with NGOs or humanitarian organizations preferred
• Strong understanding of accounting principles and financial regulations
• Experience with ERP systems such as DYN
• Advanced skills in Microsoft Office, especially Excel
• Knowledge of Ethiopian labor laws and administrative procedures
• Strong organizational and interpersonal skills
• Ability to multitask and work under pressure

Education

• University degree in Accounting, Business Administration, Human Resources, or related fields
• Bachelor’s degree in Accounting or equivalent qualification

Language Requirements

• Fluent spoken and written English
• Knowledge of Somali and/or Afaan Oromo is an advantage
