About the Country/Multi-Country Office
The Horn of Africa Multi-Country Office (HAMCO) in Addis Ababa delivers project management, procurement, and infrastructure services across Djibouti, Ethiopia, South Sudan, and Sudan, focusing on health, agriculture, and economic development. Since 2024, HAMCO has implemented projects expanding healthcare, education, energy, and livelihoods in underserved and conflict-affected regions. HAMCO also supports human resource management and contributes to SDG achievement across the Horn of Africa.

Role Purpose
The ICT Associate ensures safe, efficient, and reliable operation of the center’s critical systems, including HVAC, fire detection/suppression, surveillance, access control, and AV infrastructure. The role performs system checks, coordinates maintenance, troubleshoots faults, documents incidents, and ensures regulatory and manufacturer compliance.

Functions / Key Results Expected

1. HVAC System Operation & Monitoring
• Operate, monitor, and maintain central HVAC systems, including rooftop units, VRF systems, ventilation fans, precision AC, and cold rooms
• Monitor temperature, humidity, and airflow across halls, breakout rooms, and back-of-house areas
• Respond to alarms, troubleshoot faults, and escalate to contractors when required
• Support preventive maintenance routines and maintain performance logs

2. Fire Detection and Safety Systems
• Monitor fire detection and suppression systems, including alarms, sprinklers, extinguishers, gas suppression, and emergency lighting
• Conduct routine tests of fire panels and emergency communication systems
• Coordinate inspections and certifications with authorized vendors
• Ensure compliance with Ethiopian fire codes and internal standards
• Respond promptly to alarms, controlling HVAC airflows and resetting systems after events

3. CCTV & Access Control Systems
• Operate and monitor CCTV systems and ensure full coverage of premises
• Troubleshoot cameras, card readers, NVRs, and related hardware
• Maintain incident logs and support security investigations

4. AV Infrastructure Support
• Support AV infrastructure in mechanical rooms, control rooms, and AV racks
• Monitor cabling, patch panels, AV racks, power supplies, and cooling systems
• Coordinate with Audiovisual Technicians for event-related troubleshooting
• Maintain connectivity between AV infrastructure and facility systems

5. Compliance, Safety, & Documentation
• Support safety audits, compliance inspections, and risk assessments
• Keep updated system documentation, schematics, wiring diagrams, and panel layouts
• Follow manufacturer guidelines, building codes, and best practices
• Report incidents, anomalies, and near misses to the Facility Manager

6. Events Support
• Ensure system readiness for conferences, including temperature control, safety compliance, and access control
• Respond promptly to operational requests during events, ensuring comfort and safety for delegates

Education Requirements
Required
• Secondary education with 6 years of technical experience in HVAC, fire safety, and CCTV

Experience Requirements
Required
• 6 years of hands-on experience operating and maintaining HVAC, fire, or security systems in large buildings, hotels, universities, data centers, or conference centers
• At least 2 years troubleshooting mechanical/electrical systems

Desired
• Experience in large, high-profile conference centers hosting international events
