Overall Purpose of the Role
Under the supervision of the emergency program manager, the Protection Officer – Monitoring will implement protection monitoring activities at the Hudet IDP site. The officer will conduct focus group discussions (FGDs), key informant interviews (KIIs), and direct observations to analyze protection gaps and trends. The officer will provide information about available services, follow up referrals, and deliver individual protection assistance (IPA) to persons with specific needs affected by the crisis. Additionally, the officer will prepare monthly protection analysis reports and submit them to the Co-Protection coordinator.

Main Duties and Responsibilities
Conduct regular FGDs, KIIs, and observations to identify key protection issues in the area. Produce at least one protection monitoring report per month and submit it to the Co-Protection manager. Plan, implement, and monitor day-to-day protection activities as part of DRC’s program. Offer referrals to vulnerable individuals and ensure follow-up of referred cases. Provide individualized protection assistance according to DRC IPA guidelines. Monitor the impact of referrals and IPA interventions on beneficiaries. Facilitate awareness-raising campaigns on different thematic areas using team workplans and provided messages. Participate in protection needs and vulnerability assessments. Work closely with other protection officers and assistants to ensure proper project implementation. Monitor protection trends and needs in DRC intervention areas and recommend appropriate responses. Regularly monitor project activities and provide feedback to ensure interventions are responsive, contextually and culturally appropriate. Support in developing and conducting assessments, mid-term and end-of-project reports, and evaluations. Ensure DRC’s accountability commitments are integrated into all protection activities. Support the Protection Manager in preparing daily, weekly, and monthly reports. Ensure proper documentation of activities, including means of verification, assessments, and monitoring. Undertake any other tasks required by the supervisor within the scope of expertise.

Experience and Technical Competencies
Minimum 2 years of experience in protection, preferably with an international humanitarian organization. Demonstrated organizational skills and ability to work in complex and difficult contexts. Experience in case management, referral-related activities, and awareness campaigns is desirable. Field experience in emergency settings is highly valued. Strong analytical skills, personal initiative, and proactive problem-solving abilities. Demonstrated people management skills and strong interpersonal abilities. Team player with cultural sensitivity and commitment to DRC values. Good communication skills. Ability to prioritize tasks and meet deadlines. Proficiency in Microsoft Office is required. Sensitive approach to external representation.

Education
Bachelor’s degree in Social Studies or other relevant fields from a recognized college or university.

Language Requirements
Proficient in English. Proficiency in Afaan Oromo and Somali is required.
