Overall Purpose of the Role
The MEAL Officer in East Borena is responsible for implementing an effective monitoring and evaluation (M&E) system at emergency program sites, including Dhas, Wachile, and Hudet woredas. This includes developing tools and methodologies to ensure the quality of DRC's project activities. The MEAL Officer will regularly monitor project progress, gather and analyze data, assess project outcomes, and provide feedback to improve program delivery. They will ensure accountability mechanisms are in place for community feedback and work closely with project teams to promote learning and continuous improvement based on evaluation findings.
Main Duties and Responsibilities
Ensure full compliance with DRC’s Global MEAL model and Ethiopia MEAL framework at the field office. Maintain MEAL systems and tools to track project implementation and analyze information to measure results and inform decision-making. Develop and operationalize MEAL plans for all projects in East Borena. Conduct regular monitoring visits to ensure project activities are on track and provide timely feedback. Use proper sector-specific data collection tools and ensure required data is generated. Manage recruitment, training, and supervision of data collectors and ensure quality data collection. Perform data analysis and draft survey reports. Update monitoring tools, including indicator trackers, on schedule and ensure data quality. Conduct data quality assessments and audits, report findings, and validate programmatic reports. Compile monitoring-related reports for the Emergency Manager, HOP, and CO MEAL team. Collect and analyze data to generate lessons learned. Assess and support complaint and feedback mechanisms in the field. Engage in information sharing and beneficiary feedback and response mechanisms (CFM), ensuring complaints are documented and responded to appropriately. Support government and donor report reviews and verify consistency between collected data and reports. Perform other MEAL responsibilities at the emergency response level as guided by the AM and CO MEAL team.
Experience and Technical Competencies
Minimum 2 years of MEAL experience within humanitarian or NGO settings. Experience translating logframes and results frameworks into monitoring plans, developing data collection tools, managing databases, and analyzing qualitative and quantitative data. Excellent analytical, presentation, and report-writing skills. Proficiency in software such as Excel and statistical programs like SPSS. Experience with electronic or mobile data collection (e.g., Kobo toolbox). Ability to manage multiple activities with quality and meet deadlines. Technical knowledge of CHS, accountability, and establishing functional CFM systems.
Education
University degree in Statistics, Economics, Social Sciences, Development Studies, or related disciplines.
Language Requirements
Fluent in English. Knowledge of local languages Afaan Oromo and Somali is required.
