Since its inception in 1997, Willows International (WI) has been a global leader in reproductive health, dedicated to helping women realize their reproductive health goals. Our organization is best known for the “Willows Box System,” a sophisticated client management approach that empowers community-level healthcare providers to deliver tailored, timely information and services. To date, we have supported over three million women and their partners in making informed decisions about family planning and sexual and reproductive health (FP/SRH).
In Ethiopia, Willows International works in close collaboration with the Ministry of Health (MoH) to optimize the national Health Extension Program. Our mission is to strengthen the effectiveness of Health Extension Workers (HEWs) by institutionalizing our proven systems within the public health framework. By enhancing client management and referral linkages, we aim to reinforce positive behavior changes and ensure that reproductive health services reach those who need them most in the Oromia, Amhara, and Sidama regions.

Job Description and Strategic Impact
The roles of Project Officer and Finance and Admin Officer are essential to the success of our collaborative project with the Ministry of Health. The Project Officers serve as the primary technical link at the woreda level, ensuring that the Willows Box System is implemented with precision. Meanwhile, the Finance and Admin Officer provides the operational backbone, ensuring that resources are managed with the highest level of integrity and transparency.
For the Project Officers, the strategic impact lies in the direct improvement of health outcomes at the community level. By providing technical support and intensive supervision to Health Extension Workers, you are directly responsible for the quality of care received by thousands of women. This role is a unique opportunity to shape the future of community health in Ethiopia, ensuring that follow-up systems are systematic and referral linkages are functional.
The Finance and Admin Officer holds a critical role in maintaining organizational accountability. In a complex, multi-regional project, your ability to manage budgets, ensure statutory compliance, and streamline procurement processes ensures that our programs remain sustainable and donor-compliant. This role is vital for providing the administrative stability required for our field teams to focus on their life-saving technical work.
A “day-in-the-life” at Willows International is dynamic and purpose-driven. Project Officers can expect to travel extensively—up to 75% of the time—to program sites, providing on-the-spot coaching and conducting joint supervision visits with local health officials. The Finance and Admin Officer will engage in high-level financial analysis and operational coordination at our Addis Ababa headquarters, ensuring that every birr is accounted for and effectively utilized.
