Job Description:
The Logistics Manager will lead, coordinate, and oversee all logistics operations for the Afar Project, ensuring smooth day-to-day running of project activities. The role includes planning, organizing, and monitoring logistics, transport, supply chain, and infrastructure activities to support medical assistance and ensure operational efficiency according to MSF standards.
The manager will act as the technical reference for all logistics matters within the project, providing coaching and supervision to the logistics team. This includes construction, facility maintenance, transport of goods and staff, vehicle management, water and sanitation (WHS), communication systems, office installation, and living facilities for international staff.
The Logistics Manager will collaborate closely with the Project Coordinator, other technical managers, and HR to ensure appropriate staffing, training, and skills development of the logistics team. They will implement administrative procedures related to logistics, such as vehicle contracts, insurance, and procurement processes.
This position requires active involvement in project risk reduction, security compliance, contingency planning, and carbon footprint reduction initiatives. The manager will coordinate with construction teams, healthcare staff, and finance teams to optimize resource utilization and support project integration with local hospitals, ensuring high-quality service delivery.
Educational Qualification:
- Essential: Bachelor’s degree in one of the following:
- Electrical Engineering
- Electro-Mechanical/Mechanical Engineering
- Computer & Electronics Engineering
- Logistics Management
Work Experience:
- Essential: Minimum one (1) year of proven experience as a Logistics Manager plus at least two (2) years as a Logistics Officer or Logistics Supervisor, OR three (3) years as a Logistics Officer or Logistics Supervisor.
- Essential: Demonstrated experience in hospital premises management, fleet management, supply chain and stock management, and facilities maintenance.
- Essential: At least one (1) year of previous experience with NGOs in logistics roles.

Key Responsibilities:
- Plan, coordinate, and monitor all logistics and technical activities for the project.
- Ensure smooth implementation of supply chains, facilities, transport, and communication systems.
- Support integration with Dubti General Hospital and collaborate with construction teams for infrastructure development.
- Monitor technical and administrative aspects of logistics, including vehicle management, procurement, and insurance.
- Conduct bi-monthly logistics reviews to identify areas for improvement.
- Collaborate with Finance Manager to update Wefin and monthly forecasts.
- Ensure sustainable practices, including carbon footprint reduction initiatives.
- Implement HR processes for logistics staff, including recruitment, training, evaluation, and development.
- Maintain compliance with security policies, risk reduction protocols, and contingency plans.
- Provide technical guidance, coaching, and mentoring to logistics staff.
- Ensure effective use and maintenance of all logistics equipment and facilities.
- Contribute to monthly and annual reports, including project budgeting and logistics planning.
- Monitor and maintain high-quality WHS standards within the project.
- Support rehabilitation works and outreach locations ensuring proper utilization of MSF resources.
- Promote continuous improvement in logistics operations through practical solutions.
- Facilitate communication and coordination with project leadership, medical teams, and local partners.
- Ensure availability and optimal use of all logistics resources to avoid disruptions in project activities.
- Participate in project planning and decision-making to enhance operational efficiency.
