As part of its current humanitarian response initiatives, PAD is implementing a project funded by the Ethiopia Humanitarian Fund (EHF). The project focuses on delivering rapid life-saving assistance through camp coordination and multi-purpose cash support to populations living in high-severity crisis areas in Ethiopia.
To successfully implement this program, PAD is looking to recruit qualified and motivated professionals to join its team as Cash Officers.

Job Description
The Cash Officer will play a key role in supporting the implementation and monitoring of cash-based humanitarian interventions under PAD’s emergency response programs.
The position focuses on managing cash assistance activities that support vulnerable populations, particularly internally displaced persons and communities affected by crises.
The Cash Officer will work closely with project teams and stakeholders to ensure that cash-based assistance is delivered efficiently, transparently, and in accordance with organizational policies and donor requirements.
A major responsibility of the role is supporting beneficiary targeting, registration, and verification processes to ensure that assistance reaches the most vulnerable households.
The officer will coordinate cash distribution activities and ensure that payments are delivered safely and accurately to selected beneficiaries.
Another important responsibility is monitoring the effectiveness of cash assistance programs through post-distribution monitoring exercises.
These monitoring activities help assess how beneficiaries use the assistance and whether the support contributes to improving their living conditions.
The officer will also conduct market assessments and analyze financial service providers to ensure that cash interventions operate within functioning and accessible financial systems.
Regular field visits will be required to observe project activities, provide guidance to field teams, and ensure compliance with project plans and standards.
The Cash Officer will also prepare regular progress reports and financial tracking documents that support project management and donor reporting requirements.
Through these activities, the officer contributes directly to strengthening accountability, transparency, and effectiveness in humanitarian cash programming.

Educational Qualification
Applicants must have a Bachelor’s Degree from a recognized university in one of the following or related fields:
Accounting
Business Management
Business Administration
Economics
Statistics
Finance or related disciplines
Educational backgrounds that demonstrate strong understanding of financial management and project administration will be highly valued.
Work Experience
Candidates must have a minimum of five years of relevant professional experience working with humanitarian or development programs.
Experience in NGO environments, particularly those implementing cash assistance programs, is highly desirable.
Applicants should have practical experience in cash-for-shelter programs or multi-purpose cash transfer interventions.
Experience working in humanitarian or recovery contexts, especially in conflict-affected areas, will be considered a significant advantage.
Candidates with experience managing field-based project implementation and coordinating with multiple stakeholders will be highly competitive.
Experience working in complex and unstable operational environments is also beneficial for this role.

Job Location
The positions are based in the Tigray Regional State with field assignments in the following locations:
Adigudom Town in the South Eastern Zone
Mekhoni Town in the South Zone

The role requires frequent travel to project sites, including remote locations where humanitarian assistance is being delivered.
Employment Type and Salary
This is a full-time contractual position under a humanitarian project funded by external donors.
The employment contract is project-based and subject to the availability of project funding and program duration.
