The International Labour Organization (ILO) implements technical cooperation programmes in Ethiopia to support inclusive industrialization, job creation, and improved working conditions. The Siraye Programme leads the EU-funded Advancing Decent Work in Ethiopian Coffee and Horticulture Value Chains project. As the programme expands, stronger knowledge systems, structured learning, and evidence-based decision-making are required. The Knowledge Management and Learning Officer will support knowledge capture, organization, and dissemination across research, implementation, and partnerships.
Main Duties and Responsibilities
Lead and implement a Knowledge Management and Learning Strategy. Capture lessons learned, promising practices, and innovations. Produce and disseminate knowledge products such as policy briefs, case studies, and synthesis reports. Maintain a digital repository for programme documents and learning resources. Support communities of practice and coordinate with Better Work Global knowledge teams. Support the programme MEL and Results Framework. Synthesize monitoring data and research findings to generate insights. Facilitate learning events and structured reflection sessions. Ensure quality and consistency in donor reporting. Build capacity of staff and partners in knowledge documentation, data use, and learning facilitation. Liaise with universities and research institutions for joint studies and evidence uptake. Integrate cross-cutting themes, including gender, OSH, productivity, and social dialogue, into learning activities. Contribute to programme planning, monitoring, and reporting, and perform other tasks as assigned.
Qualifications
First degree in knowledge management, communications, development studies, social sciences, economics, or similar fields. A postgraduate qualification in knowledge management, organizational learning, or MEL is an advantage. Minimum three years of experience in knowledge management, learning, MEL, or research within international development. Experience with donor-funded programmes, especially EU-funded, is an advantage. Proven ability to produce high-quality knowledge products and facilitate learning. Experience engaging research institutions or global learning networks is considered an asset. Excellent English and good Amharic required.
