Job Highlight
The Global Malaria Advisor provides senior technical leadership to accelerate malaria elimination across Africa, Southeast Asia and Latin America. Based in Addis Ababa and reporting to the CEO, the role drives regional strategies, strengthens partnerships with the African Union and Africa CDC, oversees CRSPC workstreams, responds to threats such as drug resistance and climate-related risks, and guides high-level dialogues and resource mobilization efforts.

About the Project Office
RBM Partnership to End Malaria has led global progress against malaria since 1998, supporting resource mobilization, multisectoral coordination, innovation and scaled interventions. Global malaria mortality has dropped by more than half since 2000, saving over 12.7 million lives. RBM comprises more than 500 partners across malaria-endemic countries, development organizations, private sector, NGOs, foundations and academia.
Its vision: a world free of malaria.
RBM is hosted by UNOPS in Geneva.

About the Group
UNOPS Geneva supports global partnerships through secretariat hosting, fund management and operational services. It manages major health, nutrition, water/sanitation, urban development and displacement initiatives, including RBM, Stop TB, ATscale, SUN, SHF, GELI, Cities Alliance and PDD. It also provides fund management for EIF and UN-Water and operational support to partners including the Global Fund and UNHCR.

Job Specific Context
The RBM Partnership remains central to global malaria elimination efforts. Strong political will, improved diagnostics, scaled preventive tools and increased financing have brought significant progress over the past two decades. The Global Malaria Advisor will anchor high-level coordination, technical leadership and strategic positioning of RBM’s elimination agenda, ensuring alignment with regional bodies, partner institutions, and RBM’s Strategic Plan.

Role Purpose
The Global Malaria Advisor leads RBM’s continental and regional malaria elimination strategies, with a strong focus on high-burden countries and regional hubs. Based in Addis Ababa, the role strengthens partnerships with AU institutions, regional economic communities and diplomatic missions. The Advisor oversees CRSPC workstreams, supports resource mobilization efforts, guides operational planning, and ensures alignment with RBM’s Strategy and the Big Push Against Malaria.

Functions / Key Results Expected

1. Senior Technical Advisory on Emerging Trends
• Advise the CEO and senior leadership on elimination trends and risks
• Provide regular updates on elimination progress and mitigation measures
• Contribute to RBM Strategic Plan and Big Push Against Malaria
• Mentor technical staff and guide elimination programming

2. Lead Technical Coordination on Continental Issues
• Lead technical dialogues on drug and insecticide resistance
• Address climate-related risks and complex operational settings
• Act as focal point for regional elimination initiatives
• Provide strategic guidance for elimination zones in Africa, Asia and Latin America
• Interface with AU, Africa CDC, NEPAD and regional bodies
• Support high-level engagements and strategic positioning

3. Operational Oversight and Advisory
• Guide CRSPC workstreams at global and regional levels
• Coordinate implementation of elimination action plans
• Provide leadership on surveillance, domestic financing and integrated approaches
• Review funding proposals and assess programmatic strategies
• Supervise regional and subregional RBM teams
• Contribute to strategic dialogue with the Country and Regional Support Partners Committee

4. Advance the Big Push Against Malaria at Regional Levels
• Operationalize Big Push priorities across regions
• Align technical, political and financial strategies with RBM objectives
• Strengthen partnerships with governments, donors, regional bodies and agencies
• Convene high-level dialogues and taskforces to remove policy and financing barriers
• Support sustainable financing efforts as part of RBM Secretariat action leadership

Education Requirements
Required
• Master’s degree in public health, management, science, social sciences or relevant fields
• Bachelor’s degree plus two additional years of experience may be accepted in lieu of a Master’s degree

• Minimum 10 years of progressively responsible experience in public health programme management
• At least 5 years at senior leadership level
• Minimum 5 years of experience in malaria projects or programmes
• Experience working in malaria-endemic countries

• Experience in digital and information technology projects
• Experience with regional institutions
• Ability to lead senior staff across multiple locations
