Job Overview
The Economic Commission for Africa (ECA) seeks a Chief of Section to lead work related to emerging technologies, innovation, and digital transformation within the Technology, Innovation, Connectivity and Infrastructure Development Division (TICID). The role drives initiatives that promote ICT and STI for development in Africa and supports member states in implementing global and regional digital strategies.
Key Responsibilities
• Lead and manage programmes related to ICT, STI, and digital transformation.
• Conduct economic and sectoral analysis; provide policy recommendations.
• Identify emerging ICT/STI issues and design relevant programmes.
• Supervise economists and technical staff.
• Commission external studies as needed.
• Plan and manage expert group meetings, workshops, and consultations.
• Provide substantive support to intergovernmental meetings and conferences.
• Assist member states with implementing digital strategies including the Global Digital Compact and African Union AI Strategy.
• Develop and maintain relationships with senior officials and negotiate technical cooperation programmes.
• Oversee administrative and planning duties as Head of Section.
• Lead data analysis efforts to support decision-making and reporting.
Qualifications
• Advanced university degree (Master’s or equivalent) in engineering, sciences, computer science, economics, or related field.
• First-level degree with qualifying experience may be accepted.
• Training in data analytics or related fields is an advantage.
Work Experience
• Minimum of 10 years of progressively responsible experience in economic research/analysis, policy formulation or related areas connected to ICT/STI.
• Required experience in emerging technologies, digital transformation in Africa, and advisory or research work.
• Experience in data analytics is desirable.
Languages
• English or French required (UN Language Framework Level II for Reading/Writing/Listening/Speaking).
