Job Description:

The New York Portfolio Office (NYPO) supports the United Nations Secretariat, New York-based UN organizations, and other partners in implementing UNOPS mandates in project management, infrastructure management, and procurement. The Sustainable Development Cluster (SDC) supports diverse partners across approximately 125 countries. The Development and Special Initiatives Portfolio (DSIP) delivers global services primarily for partners headquartered in New York. The United Nations Office of Counter-Terrorism (UNOCT) was established in June 2017 to lead UN counter-terrorism efforts, enhance coordination among 38 Counter-Terrorism Implementation Task Force entities, and ensure effective implementation of the UN Global Counter-Terrorism Strategy. This position supports UNOCT’s Human Rights Unit within the Human Rights and Gender Section, the Global Programme on Prosecution, Rehabilitation and Reintegration (PRR), and the Global Programme on Preventing/Countering Violent Extremism (PCVE). The incumbent will be a UNOPS personnel under its full responsibility.

Job Responsibilities:
Under UNOPS supervision and in collaboration with UNOCT teams, the Monitoring and Evaluation Specialist will conduct independent evaluations of one or more projects or programmes.
Key responsibilities include:
Participating in kick-off meetings, validation and result-sharing briefings, and other stakeholder meetings. Coordinating with project management teams to ensure access to documents, stakeholders, and field locations while maintaining independence. Developing evaluation designs and data collection methods that are human rights-based, gender-sensitive, and inclusive. Designing tools such as surveys, interviews, and focus group discussions that meet best practice standards. Conducting thorough data analysis with triangulation and adherence to ethical standards. Producing visual data presentations like charts, infographics, and key statistics. Preparing deliverables such as Inception Reports, Draft and Final Evaluation Reports, Evaluation Briefs, and presentation slides. Ensuring deliverables are proofread, formatted, and submitted on time. Addressing all feedback received and revising reports accordingly.

Job Requirements:
Education:
An advanced university degree (Master’s or equivalent) in statistics, mathematics, economics, development studies, political science, international relations, public administration, or related field with five (5) years of relevant experience. OR a first-level university degree (Bachelor’s or equivalent) in a related field with seven (7) years of relevant experience.

Experience:
Relevant experience in conducting independent evaluations of projects or programmes is required. Expertise in both quantitative and qualitative research design and data analysis is highly desirable. Experience evaluating initiatives focused on human rights or integrating human rights into evaluation is highly desirable. Experience delivering capacity-building in monitoring and evaluation, including developing guidance, providing technical assistance, and training government or civil society stakeholders, is an asset. Experience working in diverse country contexts and on complex global issues such as PRR and PCVE is an asset. Prior experience with multilateral organizations is also an asset.

Language:
Fluency in English (reading, writing, and speaking) is required.
