Overview
Danish Refugee Council (DRC), one of the world’s leading humanitarian NGOs, is seeking a highly qualified and experienced Roving Finance Manager for its operations across East Africa. The role involves frequent travel and provides technical oversight, financial management, and support to country operations remotely.

Role Purpose
The Roving Finance Manager ensures the financial health and stability of DRC’s operations, fosters strong donor relationships, and supports organizational localization efforts while ensuring compliance with DRC procedures and guidelines. The role contributes to strategic planning and leads finance activities across multiple country operations.

Team Leadership
The Finance Manager – ROC is responsible for strengthening finance teams through coaching, mentoring, and capacity-building initiatives. The role focuses on empowering team members to manage responsibilities independently and creating a culture of accountability through clear checks and balances.

Financial Oversight
The role includes oversight of all finance-related tasks across country and field offices, including financial planning, analysis, cash flow management, budgeting, reporting, financial risk management, compliance, and capacity building for staff and implementing partners.

People Management
The Finance Manager leads and manages finance teams, including staff development, performance management, and exit procedures. The position involves mentoring staff and supporting area-based finance teams through in-service training and remote guidance.

Financial Management and Planning
The manager ensures timely and accurate delivery of financial reports, supervises budgetary controls, coordinates with managers and budget holders, monitors funding levels, and maintains Master Budgets. The role also includes collecting cash forecasts, forecasting financial performance, and supporting audits and compliance checks.

Systems Improvement and Compliance
The Finance Manager ensures proper use of Microsoft Dynamics (ERP), applies data analytics to improve performance, develops internal controls, coordinates financial management training for non-finance staff, and provides oversight for field office financial systems.

Reporting and Analysis
The role includes leading monthly project expense reviews, preparing ad hoc financial reports for senior management, supporting proposal development, reviewing financial close-outs, and developing risk mitigation strategies.

Accounting Responsibilities
The Finance Manager oversees all accounting processes, including payroll, invoice processing, bank reconciliations, month and year-end closures, and ensures compliance with DRC accounting procedures and donor policies.

Experience and Technical Competencies
• 10+ years in financial management with at least 5 years in senior leadership roles
• 4+ years’ experience managing finance teams
• Experience in remote team leadership and managing dispersed staff
• Strong track record in mentoring and capacity building finance teams
• Proven experience managing multi-million portfolios with complex donor requirements (NORAD, SIDA, EU, ECHO, DANIDA, GFFO, FCDO, etc.)
• Proficiency in financial software (QuickBooks, Navision, Microsoft Dynamics)
• Advanced Excel and strong analytical skills
• Excellent written and oral communication skills in English
• Ability to work independently, multitask, and operate in culturally diverse contexts

Education
• Master’s degree in Finance, Accounting, Business Administration, or related field
• Professional accounting certification (preferred)

Languages
• English: Fluent, spoken and written
