The National Program Officer (Disability Inclusion) position plays a critical role in advancing disability-inclusive programming and ensuring that persons with disabilities are meaningfully included in IOM's humanitarian, protection, and development interventions.This role contributes directly to strengthening accessibility, participation, and inclusion across projects and operational activities. The successful candidate will help ensure that disability inclusion principles are integrated into planning, implementation, monitoring, evaluation, and reporting processes.The position serves as a key technical resource within the organization, supporting programme teams, field offices, and partners in implementing disability-inclusive approaches that align with international standards and best practices. Through technical guidance and capacity building, the officer will help strengthen organizational commitment to inclusion.On a day-to-day basis, the National Program Officer will coordinate disability inclusion activities, conduct consultations with stakeholders, support assessments and research initiatives, facilitate training sessions, monitor project implementation, and contribute to reports and proposals.The role offers an excellent opportunity for professionals who are passionate about social inclusion, protection programming, human rights, and disability advocacy. National Program Officer (Disability Inclusion)Educational Qualification: Bachelor's Degree in Political Science, Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law, or related fields with two years of relevant professional experience; OR Master's Degree in the above-mentioned fields.Work Experience: Experience in disability inclusion, protection programming, research and needs assessments, stakeholder engagement, facilitation of consultative processes, project management, monitoring and evaluation, and working with vulnerable populations in humanitarian or development settings.Job Location: Addis Ababa, EthiopiaSalary: Negotiable/Per ScaleNo. Required: 1The position requires demonstrated expertise in disability inclusion and accessibility programming. Candidates should possess strong knowledge of disability rights, inclusion frameworks, and approaches that promote meaningful participation of persons with disabilities.Applicants should have practical experience conducting assessments, facilitating consultations, and identifying barriers to participation and accessibility within humanitarian, development, or social protection programs.The successful candidate will work closely with Organizations of Persons with Disabilities (OPDs), government institutions, community stakeholders, and international partners to strengthen disability-inclusive programming and policy implementation.Candidates should possess strong facilitation and mediation skills, including experience leading workshops, consultations, capacity-building sessions, and stakeholder engagement activities using accessible approaches and technologies.Experience working with vulnerable individuals and communities in emergency, humanitarian, conflict, or post-conflict settings is highly desirable. Understanding protection programming and protection mainstreaming principles will be considered a significant advantage.Applicants should demonstrate sound knowledge of disability inclusion standards, protection frameworks, humanitarian coordination mechanisms, and international best practices related to accessibility and inclusion.Knowledge of the Inter-Agency Standing Committee (IASC) Cluster System and the IASC Task Team on Disability Inclusion in Humanitarian Action is highly desirable and will strengthen a candidate's competitiveness.Strong analytical, reporting, and organizational skills are essential. The successful candidate will be expected to collect, analyze, and present data while contributing to monitoring, evaluation, accountability, and learning processes.The role requires excellent interpersonal and communication skills, with the ability to collaborate effectively across diverse cultural, institutional, and professional contexts. Candidates must be capable of building trust and maintaining productive stakeholder relationships.Proficiency in Microsoft Office applications, including Word, Excel, PowerPoint, and SharePoint, is required.
