Job Description and Strategic Impact

The FIN/HR Assistant plays a vital strategic role in ensuring the operational success of MSF projects by managing the dual pillars of human resources and financial administration. Based in Nekemte, this position ensures strict control over monetary resources and legal compliance with local labor and fiscal laws. The Assistant is responsible for the accuracy of payroll, the integrity of personnel files, and the reliability of financial documentation.

This role is essential for maintaining the high level of accountability that MSF requires to deliver its medical programs. By implementing cash management procedures and monitoring expenditures, the FIN/HR Assistant ensures that funds are available for daily needs and emergency project activities. The strategic impact lies in bridging administrative tasks with field implementation, supporting project teams even in remote locations.

A "day-in-the-life" in this role involves processing supplier payments, drafting employment contracts, and updating social security records. The Assistant also supervises support staff, such as cleaners and cooks, and manages the movements and accommodations of project personnel. This position requires a balance of technical accounting skills and the ability to handle human resource processes with confidentiality and precision.

Professional growth in this position is supported by direct mentorship from the Project FIN/HR Manager and exposure to international NGO standards. The Assistant will gain extensive experience in accounting software, HR database management, and recruitment processes. Educational Qualification: Desirable finance, business, or administration-related diploma.

Work Experience: Essential previous working experience of at least two years in relevant jobs. Desirable experience in MSF or other NGOs in developing countries.

Job Location: Nekemte, Ethiopia.

Employment Type and Salary: Full-time contract until June 30, 2027; Starting Base Salary of USD 869 (payable in ETB).

Required Skills and Competencies
  • Technical Proficiency: Essential computer literacy in Microsoft Word, Excel, and internet applications.

  • Language Skills: High level of command in oral and written English; command of Afan Oromo is highly desirable.

  • Administrative Expertise: Strong skills in payroll calculation, contract preparation, and personal file management.

  • Financial Acumen: Basic financial and business analysis skills to execute accounting tasks and ensure expenditure control.

  • Behavioral Competencies: Demonstrated ability in teamwork, flexibility, stress management, and a strong commitment to MSF principles.

  • Logistics Support: Experience in supervising staff movements, accommodations, and office/accommodation stock monitoring.
