Job Description

The MEAL Officer will support the implementation of a robust and integrated Monitoring, Evaluation, Accountability, and Learning (MEAL) system for a WFP-funded Multi-Purpose Cash Assistance (MPCA) emergency response program.

The project targets IDPs in multiple woredas across Oromia and Amhara regions, delivering shock-responsive humanitarian cash assistance through digital beneficiary registration and coordinated financial service provider systems.

The MEAL Officer ensures that data collection, analysis, reporting, and learning processes meet both donor and Save the Children standards. The role plays a critical part in ensuring transparency, accountability, and program quality.

The position reports to the Program Manager – WFP Cash Assistance and works closely with field coordinators across 13–15 woredas. Although the role has no direct reports, it requires strong collaboration and technical guidance across teams.

Key responsibilities include supporting project baselines, evaluations, assessments, and monitoring activities to track progress and inform program improvements.

The MEAL Officer will ensure appropriate tools are used for digital beneficiary registration and tracking, ensuring accurate population of systems to monitor project performance.

The role involves reviewing and co-signing monthly distribution reports alongside Financial Service Providers (FSPs) and local authorities, ensuring timely submission to the WFP Country Office.

The MEAL Officer will verify that cash disbursement records align with FSP reporting and field-level implementation.

A strong focus of the role is data quality assurance. The officer will conduct regular data quality assessments and ensure continuous quality improvement throughout the project lifecycle.

The position also ensures that the four pillars of accountability are fully implemented:

  • Information sharing
  • Participation
  • Complaint and Feedback Mechanisms (CFM)
  • Staff capacity building

The MEAL Officer will support documentation of results, impact stories, lessons learned, and best practices to strengthen knowledge management and future programming.

The role requires preparing and reviewing internal and donor reports to ensure they are accurate, timely, and aligned with required standards.

Educational Qualification

Bachelor’s or Master’s degree in:

  • Statistics
  • Economics
  • Social Sciences
  • Development Studies
  • Or related fields

Master’s degree (MA/MSc) is preferred.

Work Experience

Minimum of three years of relevant experience in a MEAL role within an NGO environment.

Experience in both emergency and development contexts is required.

Direct experience rolling out and managing MEAL systems and tools.

Experience in sectors such as education, protection, governance, health, nutrition, HIV/AIDS, or emergency response is desirable.

Proven experience in monitoring, evaluation, data analysis, and reporting for donor-funded projects.

Demonstrated experience in staff capacity building and training.

Experience solving complex issues through analysis and strategic planning.

Fluency in English is essential; knowledge of additional national or local languages is highly desirable.
