Job Description

The Construction Officer will be responsible for planning, implementing, monitoring, and evaluating construction activities related to emergency shelters and WASH infrastructure.

The role focuses on ensuring that refugee camps and host communities have safe, durable, and climate-resilient facilities. These include emergency shelters, water supply systems, sanitation facilities, and related infrastructure.

The Construction Officer will prepare activity plans, budgets, and monitoring frameworks to guide construction interventions.

The position requires close coordination with district government offices, local authorities, community leaders, and implementing partners to ensure smooth project implementation.

The officer will supervise field teams, contractors, and local laborers to ensure construction activities are completed on time, within budget, and according to required quality standards.

Ensuring compliance with humanitarian and donor construction standards is a key responsibility of this role.

The Construction Officer will also respond to urgent repair needs and emergency shelter requirements as they arise.

Maintaining accurate documentation, preparing progress reports, and contributing to monitoring and evaluation systems will form an important part of the role.

This position plays a vital role in improving living conditions, protecting vulnerable populations, and strengthening resilience in emergency settings.

Professionals in this role will gain valuable experience in humanitarian construction management, inter-agency coordination, and donor-funded project implementation.

Educational Qualification

Bachelor’s degree in Civil Engineering, Construction Management, or a closely related field is required.

Additional training or certifications related to WASH, humanitarian construction standards, or project management will be considered an advantage.

Work Experience

Minimum of 3 to 5 years of proven experience in construction project implementation is required.

Experience in humanitarian, WASH, shelter, or emergency response contexts is highly preferred.

Practical experience in pipeline network installation, water point construction, latrine facilities, emergency shelters, and climate-resilient structures is desirable.

Familiarity with donor standards such as UNOCH EHF, UNHCR, or other humanitarian construction guidelines is an added advantage.

Required Skills and Competencies

Strong problem-solving skills and the ability to manage construction challenges in complex environments.

Excellent communication and negotiation skills for working with contractors, government authorities, and community stakeholders.

Proven ability to supervise teams and coordinate technical work effectively.

Strong planning, coordination, and reporting skills.

Ability to work under challenging field conditions and manage multiple priorities simultaneously.
