The Society operates through 14 Regional Offices, over 44 Zonal Branches, more than 200 District/Woreda Branches, and numerous Kebele Red Cross Committees. This nationwide structure allows ERCS to maintain a strong grassroots presence and deliver services effectively.
ERCS also implements disaster risk reduction programs focused on food security, climate change adaptation, livelihood diversification, and institutional capacity building. These initiatives aim to strengthen vulnerable households and create sustainable community resilience.
The organization works closely with the Ethiopian Government, the International Federation of Red Cross and Red Crescent Societies (IFRC), the International Committee of the Red Cross (ICRC), partner National Societies, international donors, volunteers, and local communities. These partnerships reinforce ERCS’s commitment to international humanitarian standards and operational excellence.
The Human Capital and Facility Management Department plays a central role in ensuring that ERCS has a highly competent workforce and well-managed operational infrastructure. The Director will lead this strategic function and contribute directly to strengthening the Society’s institutional capacity.
Job Description
The Human Capital and Facility Management Department Director will report to the Deputy Secretary General for Operations. This is a permanent position after successful completion of the probation period.
The Director will provide strategic leadership and oversight of all human resource management, facility management, and staff capacity building functions of the Society. The position requires transforming the department into a Centre of Excellence that attracts, develops, and retains top talent.
The role involves planning, directing, and controlling all human resource administration activities, including recruitment, promotion, transfer, and termination processes. The Director will ensure full compliance with the Labour Law and internal HR policies across all levels of the National Society.
A key responsibility is developing and implementing a modern performance management system for ERCS. The Director will monitor its implementation across all branches and ensure consistent and fair application.
The Director will oversee the development and enforcement of HR and facility management policies, procedures, manuals, and standard operating guidelines. This will ensure transparency, efficiency, and alignment with organizational strategy and best practices.
In addition, the Director will design and institutionalize integrated HR systems and oversee their implementation. The goal is to build structured, technology-supported systems that improve efficiency and accountability.
Talent acquisition and retention strategies will be a major focus area. The Director will create an environment that attracts highly skilled professionals and encourages long-term staff engagement. Identifying and grooming future leaders within the organization is also essential.
The role requires fostering a culture of excellence, collaboration, innovation, and accountability. The Director will lead initiatives in training, mentorship, professional development, and leadership competency frameworks.
The Director will ensure that staff capacity-building components are incorporated into projects and annual plans, with adequate resources allocated. Documenting success stories and good practices will help strengthen organizational learning and knowledge management.
Facility management responsibilities include ensuring the provision and proper maintenance of offices, equipment, utilities, and related infrastructure to support efficient operations across the Society.
The Director will also engage with internal and external stakeholders, represent ERCS in national and international forums when required, and develop partnerships that enhance talent development and knowledge exchange.

Educational Qualification
Applicants must hold a First Degree or Second Degree in one of the following fields:
- Human Resource Management
- Personnel Management
- Management
- Public Administration
- Business Management
- Business Administration
- Or related disciplines
Advanced academic preparation in leadership, organizational development, or human capital strategy will be considered an asset.
Work Experience
Candidates must have:
- 10 years of relevant work experience for Second Degree holders, or
- 12 years of relevant work experience for First Degree holders
Out of the total experience, at least 5 years (for Second Degree holders) or 7 years (for First Degree holders) must be in a managerial position.
Experience in leading HR transformation initiatives, managing large teams, and overseeing complex organizational systems is highly desirable. Experience in humanitarian or large national institutions will be an advantage.

Job Location

Employment Type and Salary
This is a full-time, permanent position after successful completion of probation.
The gross monthly salary for this position is Birr 99,691.00, in accordance with ERCS salary structure and policies.
