ERCS works in close partnership with the Ethiopian Government, the International Federation of Red Cross and Red Crescent Societies (IFRC), the International Committee of the Red Cross (ICRC), partner National Societies, volunteers, and communities. These collaborations enhance knowledge sharing, resource mobilization, and institutional strengthening.

The current project, “Strengthening Institutional Disaster Preparedness in Ethiopia,” aims to enhance Disaster Risk Management systems, focusing on Anticipatory Action and Early Response. The project is implemented in collaboration with the Netherlands Red Cross and targets selected regional and zonal offices in Tigray, Oromia, Somali, and Afar regions.

Job Description

The PMER Officer will work under the supervision of the PMER Head within the PMER Department. The role focuses on planning, monitoring, evaluation, and reporting functions at both headquarters and branch levels.

The officer will provide technical support to headquarters work units and regional branches in preparing Annual Operational Plans. Ensuring quality, coherence, and alignment of these plans with strategic objectives is a key responsibility.

The role involves compiling and consolidating Annual Operational Plans and periodic reports of the National Society in collaboration with different departments. The officer will help maintain consistency and high standards in documentation and reporting.

The PMER Officer will also collaborate with capacity-building units to develop Standard Operating Procedures (SOPs) and operational guidelines related to Planning, Monitoring, Evaluation, and Learning (PMEL). Ensuring these guidelines are implemented across all branches is essential.

Coordinating the preparation and review of program and project proposals before submission to partners is another important responsibility. The officer will ensure that proposals meet technical standards and reflect realistic planning and measurable outcomes.

The position requires preparing and managing reporting schedules to ensure timely submission of reports to internal and external stakeholders. Timely communication and organized documentation will be critical to success in this role.

The PMER Officer will collect and analyze key findings from field monitoring reports and incorporate them into consolidated national reports. This function ensures that lessons learned and field realities inform future programming decisions.

Monitoring project implementation progress against set indicators and ensuring all programs have clear Monitoring and Evaluation Plans will be central duties. The officer will support review sessions and organize periodic monitoring activities.

The role also requires ensuring the integration of Protection, Gender, and Inclusion (PGI) principles across all activities. This ensures that programs are inclusive, equitable, and responsive to vulnerable groups.

Through this role, the selected candidate will contribute directly to strengthening institutional disaster preparedness in Ethiopia. Educational Qualification

Applicants must hold a First Degree or Second Degree in one of the following fields:

  • Project Management
  • Monitoring and Evaluation
  • Statistics
  • Economics
  • Management
  • Development Planning
  • Supervisory Management
  • Or other related fields

A strong academic background in planning, evaluation, or development studies will be advantageous.

Work Experience

Candidates must have:

  • 4 years of relevant experience for Second Degree holders, or
  • 6 years of relevant experience for First Degree holders

Experience in project planning, monitoring and evaluation, reporting, and coordination within humanitarian or development organizations is highly desirable. Experience working with large, multi-branch organizations will be an added advantage.

Job Location
