Job Description
The Finance Specialist will serve as the technical lead for donor budgeting, financial reporting, analysis, and forecasting for the Addis Ababa Country Office.
The role ensures quality financial management across multiple donor-funded projects, strengthens ERP/Dynamics data integrity, and provides targeted coaching to finance staff and stakeholders.
The Finance Specialist operates with a high degree of independence, delivering accurate, timely, and compliant financial outputs.
This position plays a central role in supporting country-level financial decisions, advising on reporting cycles, and ensuring alignment with donor requirements and DRC’s Operations Handbook.
Educational Qualification
- Master’s degree in Finance, Business Administration, Accounting, or related field.
- Professional qualification (ACCA, CPA, CMA, or equivalent) is highly desirable.
Work Experience
- Minimum 3 years of international experience in financial management in INGO/humanitarian settings.
- At least 3 years of experience leading donor budgeting and financial reporting.
- Experience with multi-donor portfolios including ECHO, EU, SIDA, FCDO, BHA/USAID, DANIDA, GFFO, SDC, UNHCR, UNICEF, etc.
- Experience with ERP systems, preferably Microsoft Dynamics (other ERPs acceptable: SAP, NetSuite, SUN).
Required Skills and Competencies
- Advanced Excel skills: Pivot Tables, Power Query, Power Pivot, INDEX/XMATCH, SUMIFS, nested logic.
- Strong financial analysis, scenario planning, forecasting, and master budget support.
- Proven ability to produce concise, error-free reports and executive summaries.
- Capacity to coach and mentor finance staff and partners on budgeting, reporting, and analysis.
- Ability to work independently and manage multiple priorities under tight deadlines.
- Excellent written and verbal English communication skills.
Key Responsibilities
- Lead development of donor budgets, proposals, and revisions, ensuring compliance with donor rules and cost coverage strategies.
- Manage end-to-end donor financial reporting cycles, including reconciliations, variance analysis, and quality control.
- Provide monthly financial briefings and insights to senior management.
- Support ERP data quality, process standardization, and automation.
- Mentor finance staff and provide targeted training to strengthen capacity.
- Coordinate cross-functionally with Program, HR, and Supply Chain teams.
- Support audits, partner financial reviews, sub-grant assessments, and donor compliance requirements.
