Job Summary
The Roving Procurement Officer works closely with the Country Operations Department, Procurement Team, and field-based operations, programs, and finance staff to ensure timely and compliant procurement of goods and services for Samaritan’s Purse Ethiopia programs. Reporting to the Procurement Manager, the role provides hands-on support to area offices, strengthens procurement capacity, fills gaps in field offices when needed, and ensures adherence to Samaritan’s Purse procurement policies and procedures. The position primarily supports, coordinates, and oversees field procurement and logistics staff while ensuring procurement standards are consistently applied.

Key Responsibilities
Provide procurement and logistics support to sub-field offices, ensuring Samaritan’s Purse minimum procurement and logistics standards are implemented and followed. Liaise with vendors, finance, logistics, and warehouse teams to ensure timely delivery of goods and services and settlement of vendor payments. Travel to regional locations within Ethiopia to support operational and program needs. Track all contracts, leases, deliveries, and payments related to offices, housing, warehouses, security, vehicles, and other services. Provide technical guidance and support to procurement, logistics, fleet, program, and finance staff. Manage vendor vetting, supplier databases, procurement trackers, contract and lease tracking, and provide regular updates to management. Handle international procurement, importation, and customs clearance processes. Ensure compliance with Samaritan’s Purse, donor, and local procurement regulations while maintaining ethical procurement practices. Support the development and improvement of in-country procurement procedures, tools, and supply chain systems. Ensure timely procurement and delivery through effective order and delivery management. Maintain awareness of local and national laws and ensure compliance. Coordinate with warehouse and inventory teams for proper asset registration. Maintain vendor relationships and address vendor concerns promptly to ensure uninterrupted services. Prepare and submit weekly, monthly, quarterly, and annual procurement reports. Perform other assigned duties with a servant-hearted approach and maintain a strong Christian witness in all professional interactions.

Specific Role Expectations
Ensure all sub-field offices implement Samaritan’s Purse procurement and fleet policies, procurement trackers, supplier vetting, and contract tracking systems. Ensure procurement packets meet organizational standards and are properly documented for approval and payment. Facilitate sub-field payment requests and approvals at the country office level. Ensure procurement trackers are updated daily and shared appropriately. Maintain an approved and up-to-date vendor database. Ensure proper documentation of procurement history is shared with relevant offices. Support the revision, design, and implementation of in-country procurement procedures and formats. Carry out other responsibilities as assigned by the line supervisor.

Education and Experience
Bachelor’s degree in Supply Chain Management, Logistics, Business Administration, or a related field. Three to four years of progressively responsible experience with an international NGO in procurement, logistics, administration, or operations management.

Language Requirements
Proficiency in English and Amharic is required. Knowledge of the regional language is required. Additional Ethiopian languages are an asset.

Skills and Competencies
Strong attention to detail, follow-up, and confidentiality in handling contracts and financial information. Excellent organizational and problem-solving skills in fast-paced environments. Self-motivated, adaptable, and committed to Samaritan’s Purse values and ethics. High integrity and stewardship. Willingness to travel frequently to field locations. Proficiency in Microsoft Word, Excel, and Outlook. Strong written and verbal communication skills in English.

Reasoning Ability
Ability to solve practical problems and interpret written, verbal, and visual instructions in situations with limited standardization.

Physical Demands
Ability to sit, stand, walk, lift up to 100 pounds occasionally, and perform physical activities including bending, climbing, and crouching. Vision requirements include close, distance, color, peripheral, and depth perception.

Work Environment
Work is performed in office and field settings with exposure to communicable diseases, hot and humid weather, moderate to occasionally loud noise, and a fluid security context.
