Job Description and Strategic Impact
The Humanitarian Access and Safety (HAS) Officer is a vital role responsible for enabling the safe and principled delivery of NRC’s life-saving programs in the Jigjiga area. Under the supervision of the Area Manager, you will implement and monitor safety policies, procedures, and contingency plans. Your presence in the field ensures that our staff can perform their duties with the necessary protection and that our humanitarian mission is never compromised by security threats.
Strategically, this position acts as a bridge between program delivery and the complex security environment. You will conduct Security Risk Assessments (SRAs), track emerging threats, and brief management on developments that could impact our access to vulnerable populations. By collaborating with UN agencies, NGOs, and local authorities, you help protect the humanitarian space and ensure that NRC’s exposure is managed with technical precision and foresight.
A “day-in-the-life” of a HAS Officer involves a mix of analytical oversight and active field support. You might facilitate safety induction sessions for new staff in the morning, conduct a site assessment for a new operational location in the afternoon, and end your day by updating the communication tree or testing emergency relocation protocols. You are the guardian of the Duty of Care, ensuring that vehicle movements are monitored and that every team member is equipped with the knowledge to stay safe.

Humanitarian Access and Safety (HAS) Officer
Educational Qualification: Bachelor’s Degree in Social Sciences, International Relations, Security Management, or a related field.
Work Experience: Minimum of two years of relevant experience in humanitarian or development operations, preferably in complex or insecure environments.
