The Technical Field Manager (TFM) is a senior operational and technical role responsible for the direct planning, implementation, supervision, and quality control of all Armed Violence Reduction (AVR) field activities in Ethiopia. This includes Land Release operations (Non-Technical Survey, Technical Survey, Clearance/EOD), Explosive Ordnance Risk Education (EORE), and support to Victim Assistance. As a core member of the AVR leadership team, the TFM reports to the Chief of Operations and ensures safe, compliant, and impactful field operations in line with International Mine Action Standards (IMAS), HI standard operating procedures, donor requirements, and national regulations. The role also focuses on mentoring and developing national staff, supporting localization, and strengthening operational capacity.
The position is based in Mekelle, Tigray, and reports directly to the Chief of Operations. The TFM supervises Multitask Team (MTT) Team Leaders.
The TFM leads operational planning and supervises field activities, ensuring technical compliance, risk mitigation, and effective deployment of field teams. Responsibilities include integrating EORE and Victim Assistance referral mechanisms into operations, maintaining CASEVAC and MEDEVAC readiness, conducting regular field supervision, enforcing quality assurance and quality control standards, contributing to SOP development, and investigating incidents or non-compliance.
The role includes mentoring and capacity building of team leaders and operational staff, supporting training delivery, contributing to nationalization of technical roles, providing technical input to operational strategies and donor reports, supporting proposal development, representing HI in technical coordination forums, and contributing to emergency response operations.
The TFM oversees field-level information management, ensures accuracy of task documentation and IMSMA reporting, supports digital data systems, captures lessons learned, and contributes to grant management through budget oversight, donor reporting support, and effective management of assets and equipment.
Education & Certifications:
Advanced EOD qualification issued by a recognized military agency or IMAS EOD Level 3 qualification is required. Humanitarian IEDD qualification is desirable. A Bachelor’s degree in humanitarian affairs, engineering, security management, or a related field is required, or high-level military education with at least eight (8) years of service.
Experience:
Minimum of eight (8) years of progressive experience in Humanitarian Mine Action, including direct oversight of field operations. Proven experience leading clearance and EOD teams, NTS, and EORE activities. Experience working in complex, high-risk, or post-conflict environments, preferably in East Africa. Demonstrated experience in training, mentoring, QA/QC, operational compliance, information management systems, and GIS tools.
Skills:
Strong leadership and problem-solving abilities, operational planning and supervision skills, excellent communication and intercultural management capacity, familiarity with IMSMA, GIS, digital data collection tools, and exposure to AI-supported operational systems. Fluency in English is required; knowledge of French, Amharic, or Tigrinya is an advantage.
