Armed Violence Reduction Chief of Operations (AVR CoO)

The Armed Violence Reduction Chief of Operations (AVR CoO) provides strategic, technical, and managerial leadership for HI’s Armed Violence Reduction Programme in Ethiopia. The role has overall responsibility for planning, implementation, quality assurance, and adaptive management across all pillars of the AVR portfolio, including Explosive Ordnance Risk Education (EORE), Land Release (Non-Technical Survey, Technical Survey, Clearance, and EOD), and Victim Assistance. The AVR CoO ensures the program delivers impact, innovation, accountability, and localization in alignment with HI’s global strategies, donor commitments, and the Ethiopian operational context.

The position is based in Mekelle, Tigray, and reports directly to the Country Director, with a technical reporting line to the HQ AVR Division and Global AVR Technical Lead. The role supervises Technical Field Managers, the Victim Assistance Project Manager, Operations and Liaison Advisor, Information Management Manager, AVR Specialist, and MEAL Officer.

The AVR CoO leads the strategic direction and operational implementation of the AVR programme, ensuring strong integration between EORE, Land Release, and Victim Assistance. Responsibilities include overseeing operational planning and deployment of teams, ensuring compliance with International Mine Action Standards (IMAS), emerging National Mine Action Standards (NMAS), and HI standard operating procedures. The role ensures high-quality EORE programming targeting vulnerable populations and strong integration of victim assistance with disability inclusion.

The position is responsible for strengthening systems through the development and implementation of SOPs, QA/QC frameworks, land classification protocols, and robust information management systems. The AVR CoO promotes innovation, including the use of AI-driven planning tools, automated reporting, and data analytics to improve operational efficiency and decision-making.

The role supports donor compliance and grants management across multi-donor portfolios, ensures budgetary discipline, oversees technical donor reporting and proposal development, and coordinates procurement and logistics planning. The AVR CoO represents HI in mine action coordination forums, engages with national authorities, UN agencies, donors, and advocates for inclusive mine action policies and disability mainstreaming.

The role also leads capacity building and localization efforts by mentoring national staff, supporting leadership development, overseeing technical training programs, integrating community-based response mechanisms, and supporting national authorities in strengthening the humanitarian mine action sector. The AVR CoO ensures safety, risk management, and medical preparedness through strong CASEVAC and MEDEVAC systems, risk assessments, and incident response planning in line with HI’s duty of care.

Education & Certifications:
Advanced EOD/IEDD qualifications certified by a recognized military agency or equivalent IMAS EOD Level 3+ certification is essential. A Master’s degree or higher in humanitarian affairs, security studies, engineering, or a related field is required, or senior military education combined with a minimum of 10 years of relevant professional experience.

Experience:
Minimum of twelve (12) years of progressive experience in Humanitarian Mine Action and Armed Violence Reduction, including EOD, IEDD, bulk demolitions, NTS, EORE, and Victim Assistance. Proven experience managing large-scale, multi-donor programs in conflict-affected contexts, extensive field experience in conflict or post-conflict environments (preferably East Africa), strong background in training development and facilitation, institutional capacity building, localization, quality management, results-based management, humanitarian negotiations, and certification as an IMSMA Administrator with experience in IM and GIS systems.

Skills:
Exceptional leadership, team building, and strategic planning skills. Strong operational oversight and donor management capabilities, advanced knowledge of mine action SOPs and information systems, ability to integrate technology and innovation into operations, and fluency in English (written and spoken).
