As part of its humanitarian response initiatives, PAD is implementing a project funded by the Ethiopia Humanitarian Fund (EHF). The project aims to provide rapid life-saving assistance to internally displaced populations in high-severity crisis areas across Ethiopia.
The organization is currently looking for qualified and motivated professionals to join its team as CCCM Officers to support this important humanitarian project.

Job Description
The CCCM Officer will play a key role in implementing camp coordination and camp management activities within internally displaced persons (IDP) sites. The officer will work closely with the Project Coordinator and other humanitarian partners to ensure effective service delivery and coordination within the camps.
The officer will help ensure that humanitarian services are properly organized and accessible to displaced communities. This includes monitoring service availability, facilitating communication among service providers, and ensuring accountability to affected populations.
The position also focuses on improving coordination among humanitarian actors working within IDP sites. By facilitating collaboration, the CCCM Officer helps avoid service duplication and ensures that gaps in assistance are addressed.
The role requires active engagement with community members to ensure that displaced populations are informed about available services and can access them without barriers.
The officer will also contribute to strengthening community structures so that displaced communities can actively participate in decision-making and camp governance.
Another important responsibility is ensuring that complaints and feedback mechanisms are functioning effectively. This allows displaced populations to raise concerns, report issues, and participate in improving services.
The officer will conduct site assessments and collect data to support evidence-based planning and decision-making. This includes maintaining updated population figures and service availability records.
Monitoring and evaluation activities will also be part of the role, ensuring that project goals are achieved and that humanitarian assistance meets quality standards.
The CCCM Officer will regularly prepare reports and updates for project management and humanitarian coordination platforms.
Through these activities, the officer contributes directly to improving the living conditions and protection of displaced populations.

Educational Qualification
Applicants must have a Bachelor’s Degree from a recognized institution in one of the following or related fields:
Sociology
Management
Humanitarian Studies
Disaster Risk Management (DRM)
Community Development
Social Sciences or related disciplines
Educational backgrounds that demonstrate strong understanding of community development, humanitarian response, and social systems will be highly valued.
Work Experience
Candidates must have at least three years of relevant professional experience in humanitarian or development programs.
Experience in Camp Coordination and Camp Management (CCCM) or similar humanitarian programming is highly desirable.
Applicants with experience working in conflict-affected areas or displacement contexts will be given strong consideration.
Previous experience with NGOs or humanitarian organizations will be considered an advantage.
Experience supporting return and reintegration processes for displaced communities is also beneficial.
Field experience in emergency response operations will further strengthen a candidate’s application.

Fluency in English, both written and spoken, is required. Knowledge of local languages spoken in the operational areas will be an added advantage.
Job Location
The position is based in Ethiopia with field assignments in different zones and IDP sites including:
North Shewa Zone – Debre Berhan area
South Wollo Zone – Kobo and surrounding areas
Wag Hamra Zone – Abergele and Tsagbeji Woredas

The role requires frequent travel to field sites, including remote locations where displaced populations reside.
Employment Type and Salary
This position is a full-time contractual role linked to a specific humanitarian project.
The employment contract is project-based and dependent on project funding and operational requirements.
