Job Description
The Roving Finance Specialist serves as the technical lead for donor budgeting, reporting, financial analysis, forecasting, and capacity-building across DRC Ethiopia’s operations.
The role ensures high-quality financial management, compliance with donor and organizational standards, and strengthens ERP/Dynamics data integrity.
The Specialist will provide coaching and mentoring to finance staff, support partner financial systems, and ensure timely and accurate reporting across multiple donor-funded programs.
This position operates with a high degree of independence, including remote management, and contributes directly to DRC’s programmatic success by enabling informed financial decision-making.
Educational Qualification
- Master’s degree in Finance, Business Administration, Accounting, or related field.
- Professional finance qualification (ACCA, CPA, CMA, or equivalent) is highly desirable.
Work Experience
- Minimum 3 years of international experience in financial management in INGO or humanitarian contexts.
- At least 3 years of experience in donor budgeting and financial reporting for multi-donor portfolios.
- Proven experience working with national partners, government authorities, and multiple donors including ECHO, EU, SIDA, FCDO, BHA/USAID, DANIDA, GFFO, SDC, UNICEF, and UNHCR.
- Hands-on experience with ERP systems, preferably Microsoft Dynamics, SAP, NetSuite, or SUN.
Required Skills and Competencies
- Strong financial analysis, forecasting, scenario planning, and master budget support.
- Advanced Excel skills including Pivot Tables, Power Query, Power Pivot, INDEX/XMATCH, SUMIFS, and nested logic.
- Experience producing clear executive summaries and donor-compliant financial reports.
- Strong capacity to coach, mentor, and build the skills of finance staff and partners.
- Ability to work independently, manage multiple priorities, and deliver results under pressure.
- Excellent written and verbal English communication skills.
Key Responsibilities
- Lead donor budgeting, proposals, and revisions ensuring alignment with donor rules, eligibility, and cost coverage strategy.
- Manage end-to-end donor reporting cycles, including reconciliations, currency conversions, variance analysis, and quality control.
- Provide financial oversight, guidance, and training to finance teams and Budget/Fund Units (BFUs).
- Maintain data integrity in ERP systems and implement standardization and process automation for financial reporting.
- Support internal and external audits, sub-grant partner financial reviews, and compliance checks.
- Prepare monthly briefings for Head of Support Services on financial performance, risks, and corrective actions.
