Overall Purpose of the Role
The Support Service Officer is responsible for the efficient management of financial, administrative, HR, supply chain, and premises/warehouse support functions at the field level. The officer ensures compliance with DRC policies and procedures and supports the ER Manager in strengthening internal controls and accountability. This role supports both emergency response and longer-term operations in Dollo Ado and surrounding areas.

Main Duties and Responsibilities

Finance:

  • Ensure timely and accurate payment processing for vendors, staff, and casual workers.
  • Maintain updated cash books, perform bank reconciliations, and lead cash counts.
  • Process and reconcile staff advances and ensure proper documentation.
  • Ensure all payments are correctly coded and recorded in DYN (DRC ERP system).
  • Support monthly financial reports and assist in audits.
  • Ensure timely calculation and payment of tax, pension, and statutory deductions.
  • Maintain organized and auditable financial records (hard and soft copies).

Human Resources:

  • Support recruitment processes, including posting, screening, interviewing, and onboarding.
  • Maintain staff records, leave tracking, and contract documentation.
  • Support monthly payroll by providing updated leave balances and timesheets.
  • Coordinate staff inductions and ensure compliance with HR policies.
  • Ensure staff registration with government pension scheme and issuance of ID cards.
  • Follow up on HR-related correspondence with the Country Office HR team.

Administration:

  • Manage office utilities, lease agreements, and maintain a functional work environment.
  • Coordinate meetings, workshops, and travel logistics.
  • Oversee compound management and ensure operational supplies.

Warehouse/Premises Support:

  • Support stock receipt, recordkeeping, and storage in coordination with Supply Chain.
  • Conduct periodic checks of premises and supplies.
  • Document and archive inventory forms and casual contracts.

Procurement:

  • Manage procurement activities (P2P) within approved thresholds.
  • Implement procurement plans and ensure compliance with DRC and donor regulations.
  • Maintain a tracker for all procurement requests and share updates weekly.
  • Participate in BFU meetings and provide updates to budget holders.
  • Ensure proper filing of supply chain documents and upload to SC SharePoint.
  • Process payments for completed goods, services, and work.
  • Conduct market surveys to ensure value for money.

Experience and Technical Competencies:

  • Minimum 3 years of experience in finance, admin, and HR, preferably in an NGO or emergency setting.
  • Strong knowledge of accounting principles and financial regulations.
  • Familiarity with ERP systems (e.g., DYN) and high proficiency in Microsoft Office.
  • Solid understanding of Ethiopian labor law and administrative procedures.
  • Experience with HR practices, staff coordination, and logistics is desirable.
  • Strong organizational and interpersonal skills; ability to multitask under pressure.

Education:
University degree in Accounting, Business Administration, Human Resources, or related fields.

Language Requirements:
Fluent in spoken and written English. Proficiency in Somali and Affan Oromo preferred.
