About Action for the Needy in Ethiopia (ANE):
Action for the Needy in Ethiopia (ANE) is an indigenous, nonprofit, and non-governmental humanitarian organization established in 2012. It is officially registered under the FDRE Civil Societies Organization Authority (ACSO) to work in pastoral and agro-pastoral regions of Ethiopia. ANE is also licensed by the Ministry of Agriculture, Disaster Risk Management, and Food Security sector to operate in all regions of the country. Over the past thirteen years, ANE has addressed both emergency and development needs of refugees, internally displaced people (IDPs), and disaster-affected host communities.

About the Project:
In collaboration with Jhpiego, ANE is implementing the Reaching Impact Saturation and Epidemic Control (RISE) Project — a one-year, multi-regional initiative focused on strengthening maternal, newborn, and child health and nutrition (MNCHN), improving infection prevention and control (IPC), and enhancing health security across Ethiopia. The project uses a geographic clustering model to ensure efficient, context-responsive implementation across pastoralist, agrarian, and semi-urban woredas.

Job Summary:
The Woreda Facilitation Officer will strengthen community-level health systems and public health emergency management (PHEM) in the assigned woreda. As a public health professional experienced in engaging Health Extension Workers (HEWs) and implementing Health Extension Program (HEP) packages, the officer will support community structures to improve MNCH, nutrition, and immunization services. The role also involves coordinating between health posts and health centers, supporting PHEM activities, and ensuring that vulnerable and hard-to-reach populations receive equitable care. The position requires frequent fieldwork, including travel by motorbike and walking in remote terrain.

Key Responsibilities:
Public Health Emergency Preparedness and Response:
Support the Woreda PHEM team in preparedness, response, and recovery efforts at the community and facility levels.
Contribute to surveillance, reporting, and other key PHEM functions in collaboration with woreda health authorities.

Grassroot Engagement and Support:
Strengthen and mobilize community structures to support MNCH, nutrition, and immunization programs.
Address demand-side barriers to service uptake using culturally appropriate and locally informed strategies.
Support outreach services and community-level surveillance activities.

HEW and Health Post Support:
Collaborate with cluster health centers to ensure regular supportive supervision to HEWs and health posts.
Facilitate review meetings, ensure timely reporting, and strengthen supply linkages between health posts and health centers.

Coordination and Linkage:
Work closely with the Woreda MNCH Officer to ensure seamless referrals and service linkages for mothers and children.
Enhance coordination between community-level actors and health centers to improve responsiveness and service delivery.

MEL, Collaboration, and Reporting:
Coordinate with cluster-level technical experts and the Woreda MNCH Officer to align implementation activities.
Submit regular progress reports and maintain consistent communication through established channels.

Field Engagement:
Conduct intensive fieldwork using motorbikes and on foot to reach remote communities.
Ensure equitable access to health services for families in hard-to-reach areas.

Job Requirements:
Education: Bachelor’s degree or higher in Public Health, Health Education, Nursing, or a related field.
Experience: Minimum of 5 years of experience at the community level, particularly in PHEM and the Health Extension Program (HEP).
Technical Knowledge: Strong understanding of PHEM strategies, HEP packages, national community engagement strategies, and local health structures.
Skills: Ability to mobilize and strengthen community structures, facilitate coordination between health posts and centers, and conduct fieldwork in challenging conditions.
Communication: Excellent interpersonal, communication, and reporting skills with a collaborative mindset.
Other: Valid motorbike driving license preferred. Previous NGO experience is essential.
