The Joint Labour Migration Programme (JLMP) is a flagship initiative of the African Union Commission (AUC) in partnership with IOM, ILO, GIZ, and other stakeholders. Since 2018, JLMP has advanced labour migration governance in Africa, focusing on intra-African migration and progressively on migration corridors to Europe and Arab States. The programme promotes decent work, social protection, mutual recognition of skills, and labour migration policy harmonization across African countries.

Job Description:
The Programme Officer will support the day-to-day implementation of the JLMP in Addis Ababa under the supervision of the Director of the Special Liaison Office (SLO) and Senior Liaison Officer (African Union & UNECA). The role contributes to strengthening labour migration governance, policy, and partnerships across Africa.
Key responsibilities include:
- Build and maintain strong relationships with JLMP partners, including AUC, ILO, GIZ, Regional Economic Communities (RECs), Member States, and other agencies.
- Coordinate the preparation of JLMP annual work plans, periodic and ad hoc reports, and ensure participation in technical briefings.
- Support financial and programmatic reporting in coordination with the Resources Management Unit.
- Analyze labour migration trends, legal frameworks, and policy gaps to identify opportunities for reform and capacity-building.
- Provide technical advice to governments, RECs, and AUC on migration governance, policy, and legal frameworks.
- Draft policy papers, background notes, and briefing materials to inform decision-making.
- Develop and deliver training and capacity-building initiatives for government and non-government stakeholders.
- Ensure gender mainstreaming and attention to cross-cutting issues in programme implementation.
- Liaise with IOM Headquarters, Regional, and Country Offices to provide technical guidance on labour migration.
- Manage administrative, logistical, and operational support for the programme and report on risks or incidents affecting programme delivery.
- Supervise, mentor, and support programme staff and consultants, ensuring transparent recruitment and performance monitoring.
- Represent IOM in programme technical committees and multi-stakeholder coordination platforms.
- Support the design of funding proposals and participate in resource mobilization activities for labour migration initiatives.
- Perform additional duties as assigned to ensure effective programme delivery and sustainability.
Educational Qualification:
- Master’s degree in Programme Management, Labour Economics, International Development, Social Sciences, Law, Public Administration, or related field with five years of relevant professional experience; or
- Bachelor’s degree in the above fields with seven years of relevant professional experience.
- Degrees must be from accredited institutions listed in the UNESCO World Higher Education Database.
Work Experience:
- Experience in programme conceptualization, development, monitoring, reporting, and evaluation.
- Proven experience in multi-stakeholder programme management and capacity-building initiatives.
- Experience liaising with governments, regional organizations, UN agencies, and other international institutions.
- Familiarity with the AU, RECs, and labour migration governance frameworks in Africa.
- Experience in organizing consultations, workshops, and seminars with high-level stakeholders.
- Sound understanding of financial and human resource management in project environments.
Required Skills and Competencies:
- Strong understanding of international and intra-African migration and labour migration frameworks.
- Knowledge of UN, bilateral donor programming, and the AU-ILO-IOM-GIZ Joint Programme on Labour Migration Governance (JLMP).
- Excellent leadership, coordination, communication, and analytical skills.
- Ability to establish strong relationships with government counterparts, international organizations, and private sector stakeholders.
- Proven capacity to deliver results under pressure and meet deadlines with minimal supervision.
- Fluency in English (required); working knowledge of Arabic, French, Kiswahili, or Portuguese is an advantage.

Employment Type and Salary:
- Fixed-term contract for 1 year with the possibility of extension.
