Job Description

Amref Health Africa in Ethiopia is seeking a qualified and experienced Project Officer for the Core Group Partners Project (CGPP). The position plays a critical leadership role in ensuring effective implementation of project activities in collaboration with government stakeholders and local partners.

The Project Officer will report directly to the Regional Manager and will be responsible for overseeing planning, implementation, monitoring, evaluation, and reporting of the project. The role requires both strategic oversight and hands-on coordination at zonal and woreda levels.

The successful candidate will lead the development of detailed annual work plans and ensure timely approval and execution of project activities. This includes aligning implementation with donor requirements and Amref’s internal policies and procedures.

The Project Officer will strengthen partnerships with zonal health departments and woreda health offices, ensuring collaborative planning, reporting, and technical coordination. Maintaining strong relationships with stakeholders is central to the role’s success.

A key responsibility will be monitoring financial utilization to ensure alignment with approved budgets and compliance with donor guidelines. The officer will track activity work plans and budget plans to maintain accountability and transparency.

The role also includes regular monitoring visits, reviewing reports, interviewing beneficiaries, and ensuring that documentation is comprehensive and up to date. Lessons learned and best practices must be documented and shared to enhance continuous improvement.

The Project Officer will actively participate in technical working groups, planning meetings, and review sessions at the field office level. They will coordinate technical staff and ensure timely completion of project schedules and deliverables.

Additionally, the role requires identifying implementation bottlenecks, negotiating practical solutions with partners, and ensuring effective communication among project teams and government offices.

Educational Qualification

Candidates must hold a Master’s Degree in Public Health or Health Care Management.

Strong knowledge of global and national health issues is required, particularly in areas related to community health systems and project implementation within the Ethiopian health context.

Work Experience

Applicants must have at least five years of relevant experience in project and program implementation, preferably within an NGO setting.

Experience working closely with government health offices at zonal and woreda levels is highly desirable.

Training in Immunization in Practice (IIP) and Interpersonal Communication (IPC) will be considered an added advantage.

Experience in managing multi-stakeholder partnerships and coordinating field-based teams will significantly strengthen an application.

Required Skills and Competencies

The ideal candidate will demonstrate excellent interpersonal and communication skills, enabling effective collaboration with diverse stakeholders.

Strong skills in research, case and success story development, data visualization, and analytics are essential for documenting project impact and informing decision-making.

Proven ability in proposal writing and high-quality reporting is required.

The candidate should demonstrate strong partner management skills and experience working within a team-based management approach.

Excellent written and verbal communication skills in both English and Amharic are mandatory.

Advanced computer skills and the ability to work effectively under pressure are essential for success in this role.

Job Location

The position is based in Jinka, South Omo Zone, Ethiopia, with regular field visits to project implementation areas.
