This position is based in the Finance and Budget Section within the Division of Administration, at ECA headquarters in Addis Ababa.
Job Overview
The Associate Budget Officer will support all aspects of budget planning, implementation, monitoring, and reporting. Reporting to the Chief of the Budget Unit and under the overall supervision of the Chief of the Finance and Budget Section, the officer will work closely with various UN offices, field operations, and intergovernmental bodies.
Key Responsibilities
Medium-Term Planning
- Analyze and finalize the preparation of the medium-term plan and its revisions
- Ensure legislative mandates are reflected accurately in program budgets
- Support intergovernmental bodies in reviewing and approving the plan
Budget Preparation
- Analyze cost estimates and develop budget proposals
- Provide guidance on resource requirements
- Review financial implications of Security Council mandates
- Input data into the Umoja Budget Formulation module
Budget Administration
- Prepare allotments and redeploy funds where necessary
- Monitor and analyze budget implementation
- Review financial requisitions to ensure accuracy and fund availability
- Manage extra-budgetary resources, including agreements and cost plans
- Prepare budget performance documentation and variance analyses
General Duties
- Stay updated on UN financial guidelines and regulations
- Supervise junior staff if applicable
- Use data analytics to support evidence-based decision-making
- Document and report budget activities using data visualization tools

- Training or certification in data analytics, business analytics, or data science is an asset
Experience
- At least two (2) years of progressively responsible experience in finance, administration, budgeting, or related areas
- Experience in budget planning, financial analysis, or resource management is desirable
- At least one (1) year of experience in data analytics or a related area is desirable
Languages
- Fluency in English or French (oral and written) is required
- Knowledge of the other language is desirable
- Knowledge of another UN official language is an advantage

- This position is open only to Ethiopian nationals
