Job Description and Strategic Impact

The Program Officer for Multi-Purpose Cash Assistance (MPCA) plays a pivotal strategic role in World Vision’s emergency response and livelihood restoration efforts. This position is responsible for the end-to-end implementation of Cash and Voucher Assistance (CVA) programs, which provide immediate, flexible support to families in crisis. By managing beneficiary targeting and digital registration, you ensure that aid is delivered efficiently and transparently to those in the greatest need.

Your work will have a direct “day-in-the-life” impact on the economic resilience of communities in the Jijiga region. You will not only manage the distribution of funds but also lead market monitoring and price data analysis to ensure that cash assistance remains relevant to local economic conditions. This role bridges the gap between immediate life-saving aid and long-term economic stability by linking beneficiaries to micro, small, and medium enterprises (MSMEs).

Strategically, this role is essential for building the capacity of local stakeholders and government bodies. You will lead community mobilization efforts, ensuring that project interventions are understood and owned by the people they serve. By facilitating training sessions and developing practical work breakdown structures (WBS), you help professionalize the delivery of humanitarian aid in the region.

This position offers significant professional growth opportunities within the humanitarian sector. As you manage complex CVA processes and digital transfer platforms, you will gain specialized technical expertise that is highly valued globally. Furthermore, the role involves heavy collaboration with MEAL teams to document lessons learned and success stories, allowing you to contribute to the strategic scaling of future interventions.

The ultimate impact of the MPCA Officer is the restoration of dignity and choice for vulnerable families. By providing cash instead of traditional in-kind aid, you empower individuals to make their own decisions about their basic needs and livelihood investments. Your leadership in this sector helps build a more resilient, market-driven recovery for the communities World Vision serves.
