This position is part of the Health Systems team and focuses specifically on strengthening health financing systems in Ethiopia.

Job Description
The Health Financing Officer will provide technical expertise and policy guidance to strengthen Ethiopia’s health financing system.

The role is designed to support the development of sustainable financing strategies that improve access to healthcare while protecting citizens from financial risk.

The officer will work closely with government institutions to design, implement, and monitor health financing reforms aligned with national priorities.

Key responsibilities include:

  • Providing expert advice on health financing strategies such as resource mobilization and strategic purchasing
  • Supporting the development and revision of national health benefit packages
  • Conducting quantitative analysis of health insurance schemes and financing systems
  • Supporting the development and institutionalization of National Health Accounts

The officer will also contribute to integrating health financing within broader health system strengthening initiatives.

Another important part of the role involves supporting health insurance programs, including community-based health insurance schemes.

The position requires active engagement in evidence generation through data collection, analysis, and interpretation.

The officer will prepare policy briefs, technical reports, and presentations to inform decision-making at national and regional levels.

Capacity building is a major focus, including organizing training sessions and workshops for government officials and stakeholders.

The role also involves participating in national and regional policy dialogues on health financing and insurance.

Professionals in this position will engage with diverse stakeholders, including government agencies, NGOs, and international partners.

Educational Qualification
Candidates must have a university degree in public health, health sciences, or a related field.

Work Experience
Applicants should have at least five years of progressively responsible experience in health financing, health policy, or health systems.

Experience in economic analysis, planning, monitoring, and evaluation of health systems is essential.

Candidates with experience working at national or sub-national levels in Ethiopia’s health sector will be preferred.

Experience with international organizations, especially UN agencies, is considered an asset.

Required Skills and Competencies
Candidates must demonstrate strong technical knowledge of health financing systems and policies.

Excellent analytical and quantitative skills are required for interpreting complex data and generating insights.

Strong communication skills are essential for translating technical information into clear policy recommendations.

Ability to collaborate effectively with government institutions and stakeholders is critical.

Proficiency in Microsoft Office tools, particularly Excel, is required for data analysis and reporting.

Familiarity with health insurance systems and Universal Health Coverage concepts is important.

Fluency in English is required, and knowledge of Amharic is essential.

Job Location
The position is based in Addis Ababa, Ethiopia.

Employment Type and Salary
This is a full-time position under a Special Services Agreement (SSA).

The contract duration is six months.

The monthly salary is USD 3,598, paid in local currency equivalent.
