The African Development Bank Group (AfDB) and Shanghai Ocean University (SHOU) invite qualified African candidates to apply for the 2026 SHOU Scholarship Programs, designed to strengthen Africa’s capacity in sustainable fisheries, aquaculture, and marine resource management. SHOU is a globally recognized university known for excellence in marine science, aquaculture, and ocean governance.

Program Structure

Eligibility Criteria – Masters Program

• Be a national of an AfDB Regional Member Country
• Bachelor’s degree in a related field or any field with interest in the blue economy
• Minimum English proficiency: IELTS 6.0 or TOEFL 80
• Under 35 years old
• Strong academic background (GPA ≥3.0)

Eligibility Criteria – PhD Program

• Be a national of an AfDB Regional Member Country
• Master’s degree in marine science, aquaculture, economics, environmental policy, development studies, or related discipline
• Minimum English proficiency: IELTS 6.0 or TOEFL 80
• Research experience with at least one published paper
• Strong analytical, research, and policy development skills
