Job Purpose
The Zonal Food Distribution Coordinator leads food assistance operations and community engagement activities under WFP-supported programs. The role ensures effective implementation, compliance with donor requirements, strong coordination with partners, and high-quality food distribution, warehousing, monitoring, and reporting across assigned operational zones.
Key Responsibilities
Program Design and Implementation
• Lead community engagement and participation activities aligned with WFP and WV standards
• Serve as focal point for community engagement within the partner organization
• Coordinate with WFP staff and internal teams on participation-related activities
• Ensure inclusive tools and communication materials are used effectively
• Provide technical support to ensure inclusion of people with functional limitations and child-headed households
• Collaborate with Safe and Dignified Programming teams
Monitoring, Evaluation, and Learning
• Support and facilitate data collection with WFP sectors
• Lead assessments, analysis, and reporting activities
• Support MEAL teams in generating evidence for program improvement
• Participate in technical working groups and knowledge-sharing forums
Training and Capacity Building
• Lead capacity-building activities on community engagement and participation
• Deliver trainings, mentoring, and on-the-job support to field staff
• Assess training needs and develop tailored learning plans
Warehouse, Transport, and Food Distribution Management
• Ensure logistics and transportation comply with donor requirements
• Plan and coordinate timely delivery of commodities
• Ensure adequate and compliant warehouse facilities at distribution sites
• Enforce standard and healthy storage practices
• Monitor regular food distributions and submit donor reports
• Ensure compliance across pre-distribution, distribution, and post-distribution phases
• Maintain strong coordination with local government at zonal and woreda levels
• Coordinate with other WV programs and external partners
• Conduct regular community visits to inform program planning
• Develop and implement SOPs to enhance operational quality
Finance and Budget Management
• Maintain budgetary control and ensure compliance with donor regulations
• Support development and revision of program budgets
• Prepare monthly commodity operation budgets and expenditure projections
• Produce timely financial and material resource reports
Commodity Tracking, Reporting, and Accountability
• Prepare monthly management and narrative reports
• Maintain comprehensive commodity tracking systems
• Ensure accurate financial and CPDR reporting
• Monitor inventory balances and manage commodity losses and claims
• Coordinate objectives with logistics, finance, and HR teams
Monitoring and Compliance
• Lead monitoring and compliance planning and execution
• Conduct warehouse inspections and compliance reviews
• Lead Monitoring and Compliance technical working groups
• Ensure food assistance activities align with donor guidelines
• Work with MEAL and nutrition teams to strengthen accountability mechanisms
Personnel Management and Team Leadership
• Lead recruitment, supervision, and training of commodities staff
• Ensure adequate staff supervision and performance management
• Support staff development through coaching and on-the-job training
• Conduct performance appraisals and maintain staff records
Education and Professional Experience
• MA/MSc or BA/BSc in Food Science, Agricultural Economics, Disaster Management, Rural Development, or related fields
• Minimum 5 years of experience in food aid programs, including at least 3 years in commodity and logistics operations
• Strong experience in food distribution, warehousing, tracking, monitoring, and reporting
Preferred Experience and Competencies
• Strong knowledge of emergency food resource management
• Proven leadership and team management skills
• Experience in food assistance programming, grants, and project management
• Understanding of humanitarian accountability standards
• INGO experience and strong knowledge of local context
• Ability to work in high-risk and high-pressure environments
• Experience with USAID-funded emergency food assistance, SPHERE standards, HAP, and Red Cross Code of Conduct
• Ability to work collaboratively in team-based environments
• Valid National or Local Administration Identification Card required
Language Requirements
• Amharic, English, and Somali
• Knowledge of local language is an advantage
