Senior Technical Officer – Indicator-Based Surveillance (IBS) (Africa CDC)

ABOUT THE ORGANIZATION
The Africa Centres for Disease Control and Prevention (Africa CDC) is a specialized technical institution of the African Union (AU), established in 2017. Its mission is to strengthen Africa’s public health institutions to detect and respond effectively to health threats. The 2023–2027 Strategic Plan prioritizes integrated health systems and proactive surveillance as the foundation of epidemic intelligence.

Africa CDC is finalizing its Indicator-Based Surveillance (IBS) Strategic Framework, which defines core data variables, case definitions, reporting standards, indicators, and alert thresholds for priority epidemic-prone diseases. IBS complements Event-Based Surveillance (EBS) and laboratory confirmation to form the backbone of epidemic intelligence for Africa, supporting early warning, International Health Regulations (IHR 2005) obligations, and Integrated Disease Surveillance and Response (IDSR) harmonization.

JOB DESCRIPTION
The Senior Technical Officer – IBS provides strategic and technical leadership to operationalize and implement the IBS Framework across AU Member States. The position ensures alignment with IDSR, IHR (2005), One Health, and Africa CDC’s broader surveillance and digital transformation agenda.

KEY RESPONSIBILITIES

  • Provide strategic guidance on IBS operationalization, including standards, case definitions, indicators, thresholds, and reporting timelines.
  • Support Africa CDC in developing guidance, tools, and training materials for Member States.
  • Facilitate integration of IBS with Event-Based Surveillance, laboratory systems, and digital platforms.
  • Advise Africa CDC on aligning IBS with IHR (2005), IDSR, One Health, and digital strategies.
  • Support capacity building and mentorship of Africa CDC staff and Member State IBS focal points.
  • Represent Africa CDC in high-level technical meetings, regional consultations, and partner coordination forums.
  • Monitor and evaluate IBS implementation, including progress tracking, reporting, and lessons learned.
  • Prepare scientific publications, technical briefs, and presentations.
  • Perform other duties as requested by the Division Director.

EDUCATIONAL QUALIFICATION

  • Master’s degree in Public Health, Epidemiology, Surveillance, or related discipline (7 years’ experience including 3 years at senior/expert level), or
  • Bachelor’s degree in Public Health, Epidemiology, Surveillance, or related discipline (10 years’ experience including 3 years at senior/expert level).

WORK EXPERIENCE

  • Demonstrated experience supporting national or regional surveillance systems, preferably in Africa.
  • Strong knowledge of IDSR, IHR (2005), epidemic intelligence, and One Health approaches.
  • Proven track record in technical advisory roles, guideline development, and training.

EMPLOYMENT TYPE AND SALARY

  • Contract Type: Appointment for Limited Duration (ALD)
  • Duration: 11 months (first 3 months probationary, renewable subject to funding and performance)
  • Grade: P3 Step 5
  • International Staff Salary: USD 88,844.56 (inclusive of allowances)
  • Local Staff Salary: USD 68,255.99 (inclusive of allowances)

LANGUAGES

  • Proficiency in one AU working language (Arabic, English, French, Kiswahili, Portuguese, or Spanish) is mandatory.
  • Fluency in another AU language is an advantage.
