The Ethiopian Agricultural Transformation Institute (ATI), formerly the Agricultural Transformation Agency (ATA), is a strategy and delivery-oriented government institute created to accelerate the growth and transformation of Ethiopia’s agriculture sector. Job Summary:
ATI is implementing the “Agriculture-focused Dignified Employment for Youth (ADEY)” program to address youth unemployment, particularly among young women, and increase their participation in the labor market, especially in agriculture. ADEY mainstreams youth employment, gender equality, climate-smart practices, and nutrition-sensitive agriculture. The program aims to provide sustainable and inclusive job opportunities for youth while promoting the sustainable use of natural resources and building resilience capacities. ATI currently works with over 3 million smallholder farmers, including 540,300 women and youth, engaged in Agricultural Commercialization Clusters (ACC) and digital agriculture programs. ADEY is designed to create inclusive work opportunities for over 600,000 youth. Interventions focus on enhancing technical and business skills, increasing access to inputs, introducing youth-friendly agricultural practices, establishing youth-owned micro and small agro-processing enterprises, improving access to financial products and markets, and creating an enabling environment.

Position Overview:
The PMER-SPO II at regional agricultural transformation centers will ensure program planning, monitoring and evaluation (M&E), documentation of achievements, learning exchanges, and reporting are properly conducted. The position ensures integration and coordination with other ATI programs at the regional level. The PMER-SPO II reports to the Regional ADEY Program Manager with matrix reporting to the PMER-STE II at headquarters. The role involves close collaboration with ADEY and ACC program staff, regional sub-grant partners, government organizations including BoA, BoLS, Women and Social Affairs, and other donor-funded programs.

Key Responsibilities:
Lead the development and implementation of ADEY’s regional PMER system based on program quality frameworks and standards. Ensure quality and timely activity planning, implementation, evaluation, data collection, and reporting. Develop and refine M&E tools and documentation methods to share impact stories following standard procedures. Provide technical support and training to ATI and partner staff on M&E, learning, and knowledge sharing. Lead the development of M&E databases, data analysis methods, and results-sharing mechanisms. Design and implement data quality assurance systems and oversee data management processes. Clean and analyze data and prepare high-quality reports (quarterly, semi-annual, and annual), providing feedback on progress, performance, and lessons learned. Facilitate learning exchanges and promote scaling of best practices. Coordinate review and planning workshops with program teams and implementing partners. Organize joint monitoring visits at selected sites in collaboration with program/project teams. Participate in donor program training and workshops, providing feedback for program integration. Document and share reports on program meetings and workshops. Contribute proactively to regional ATI center and Mastercard Foundation programs’ communities of practice. Collaborate with ATI staff at regional and HQ levels to ensure alignment with ATI and donor requirements. Undertake additional duties as assigned by the Program Manager.

Job Requirements:
Bachelor’s or Master’s degree in project monitoring and evaluation, project management, statistics, economics, agricultural economics, development studies, or related fields. Minimum 10 years (Bachelor’s) or 8 years (Master’s) of relevant experience in project monitoring, evaluation, documentation, learning, and reporting. In-depth knowledge of MEAL systems, particularly in agriculture. Proven experience managing donor-funded projects with multiple partners. Experience in MEAL for youth employment in agriculture and MSME development preferred. Strong technical, analytical, and report-writing skills. Ability to provide technical guidance on MEAL to program staff. Ability to develop learning agendas and document project impacts. Excellent communication, interpersonal, and stakeholder collaboration skills. Ability to handle tense situations and deliver quality results under tight schedules. Ability to work with multidisciplinary teams and develop collegial relationships. Strong negotiation and conflict resolution skills. Willingness to undertake frequent field visits. Working knowledge of data management systems and analysis software (Excel, SPSS, etc.). Proficiency in written and spoken English and knowledge of regional languages.
