About the organization
The Ethiopian Red Cross Society (ERCS) was established in 1935 and is one of the largest humanitarian organizations in Ethiopia. ERCS provides humanitarian services to communities affected by natural and manmade disasters. Key services include:
- Emergency response and disaster risk reduction

- Family reunification
- Health services and essential drug provision
- Water, sanitation, and hygiene support
- Livelihood and resilience programs
ERCS operates through 14 regional offices, zonal and woreda branches, and community-based committees. Job description
The Senior Human Capital Development Expert will report to the Human Capital Development Division Manager. Key responsibilities include:
- Supporting the planning, coordination, and monitoring of capacity building activities across all levels
- Developing and revising human resource development policies, strategies, and procedures
- Identifying gaps in systems and recommending solutions in collaboration with other departments
- Conducting training needs assessments and preparing staff development plans
- Organizing, facilitating, and monitoring leadership and staff training programs at headquarters and branches
- Supporting mentoring, coaching, peer learning, and knowledge management systems
- Strengthening coordination between the head office and branches
- Supporting competency frameworks and performance management systems
- Documenting best practices and lessons learned for organizational learning
Educational qualification
Applicants must have a first or second degree in Pedagogical Science, Social Work, Sociology, Social Anthropology, Social Psychology, Applied Psychology, Public Administration, Management, Political Science and International Relations, Regional and Local Development Studies, and Development Studies.
Work experience
Candidates should have 6 to 8 years of relevant work experience, with at least 3 to 4 years in a senior-level position. Experience in capacity building, organizational development, human capital management, or training systems is highly desirable.
Required skills and competencies
Applicants should have:
- Strong knowledge of human capital development and organizational learning systems
- Excellent training facilitation, mentoring, and coaching skills
- Experience in designing training materials and competency-based curricula
- Strong communication, teamwork, and coordination skills
- Skills in monitoring, evaluation, and reporting
Job location
This position is based in Addis Ababa, Ethiopia, and will involve supporting branches across the country.
Employment type and salary
This is a full-time position. Employment will be permanent after a probation period. Salary will be provided according to the organization’s salary scale.
