The International Rescue Committee (IRC) is seeking four Senior Health Officers to manage and coordinate the project “Scaling the Last Mile Delivery of Immunization Services: Reaching the Missed Community in Ethiopia.” The role focuses on introducing and scaling innovative Indigo Backpack cold chain technology to improve immunization coverage in remote and conflict-affected areas.

Key Responsibilities
Manage and coordinate day-to-day implementation of the Indigo Backpack immunization project in collaboration with the Ministry of Health and Regional Health Bureaus. Provide technical support for planning, deployment, monitoring, and evaluation of cold chain devices and immunization activities. Strengthen immunization supply chain performance, including vaccine stock monitoring, cold chain equipment status, and wastage reporting. Support adoption of national immunization guidelines, SOPs, training materials, and waste management protocols. Coordinate with MEAL and research teams to ensure quality reporting, documentation of lessons learned, and contribution to learning agendas. Represent IRC in regional coordination meetings and technical working groups. Support grant and budget monitoring to ensure compliance and efficient use of resources. Ensure adherence to IRC standards, safeguarding policies, and program quality requirements.

Job Requirements
Bachelor’s degree in Pharmacy, Medicine, Public Health, Nursing, or Supply Chain Management; a master’s degree in Public Health, Supply Chain, or Logistics Management is an advantage. Minimum of 2 years of relevant experience in health services, immunization programs, medical device introduction, or vaccine and cold chain management. Experience in conflict-affected or hard-to-reach settings is an advantage. Training or certification in effective vaccine and cold chain management is preferred. Strong experience working with the Ministry of Health, Regional Health Bureaus, EFDA, and EPSS. Proven skills in project management, team supervision, reporting, and stakeholder coordination. Proficiency in Microsoft Office and digital data tools. Fluency in English and the local language of the deployment region is required.
