About ATI:
The Ethiopian Agricultural Transformation Institute (ATI), formerly known as the Agricultural Transformation Agency (ATA), is a government institute that accelerates growth and transformation in Ethiopia’s agriculture sector. ATI focuses on improving the livelihoods of smallholder farmers through policy research, technical support, capacity building, and coordination of development programs. ATI collaborates with national and international partners to support evidence-based decision-making and sustainable agricultural development.
Position Summary:
The Insurance Project Officer plays a key role in developing and implementing effective insurance solutions for smallholder farmers and rural finance actors in Ethiopia. The officer will collaborate with external partners to design and execute insurance-related projects, manage project plans and budgets, prepare high-quality reports, and represent ATI in various forums. The role also involves providing technical support to team members and ensuring alignment with national priorities and development partner initiatives.
Key Responsibilities:
- Apply agricultural finance knowledge, including input/output finance, financial literacy, and micro-insurance in DFS project implementation.
- Manage crop and livestock insurance systems and contribute to their technology design.
- Develop policies and guidelines for insurance system change management with regional stakeholders.
- Monitor technology service providers for deliverables, timelines, and performance.
- Oversee work plans, procurement, trainings, payments, and donations related to insurance outputs.
- Advocate for adoption and scaling of insurance systems with senior regional stakeholders.
- Supervise and support officers and agents of rural financial institutions and primary cooperatives.
- Address change management issues through technical working groups with relevant regional bureaus.
- Support problem identification, data analysis, and recommendation development for rural digital finance projects.
- Lead high-quality quantitative and qualitative analyses using Excel, PowerPoint, and other tools.
- Manage multiple workstreams, timelines, and resources while overseeing team progress.
- Identify risks, issues, and opportunities, proposing solutions to supervisors.
- Organize and lead communications with multiple project stakeholders, building independent working relationships.
- Lead capability-building efforts for regional counterparts, Fellows, and partners through training and coaching.
Qualifications & Requirements:
- Master’s degree with at least 4 years of relevant experience in rural financial services, including insurance, agriculture, finance, or development.
- Direct experience in insurance, especially micro-insurance, preferred.
- Understanding of Ethiopia’s agricultural sector and rural development dynamics.
- Strong stakeholder engagement, oral and written communication skills.
- Ability to work creatively, innovatively, and collaboratively in fast-paced environments.
- High personal integrity, honesty, and commitment to ethical standards.
- Fluency in English and Amharic; proficiency in additional Ethiopian languages is an asset.
- Willingness to undertake additional tasks as assigned by the Project Team Leader.
