Position Summary:
The Project Officer will be responsible for planning, implementation, monitoring, and evaluation of project activities covering four thematic areas: Health, Nutrition, Protection, and GBV (Gender-Based Violence). The officer will work closely with stakeholders to ensure effective delivery of services, promote an inclusive environment, and ensure that project objectives are met on time, within budget, and in line with scope. The officer will report to the Regional Manager and lead overall project implementation at woreda level.

Key Duties and Responsibilities:

Project Implementation:

  • Develop and submit NAGAA project work plans for approval.
  • Address implementation challenges, document lessons learned, and report to the Regional Manager.
  • Monitor project activities and submit monthly and quarterly reports.
  • Ensure all activities align with the approved work plan and are delivered efficiently and on time.
  • Communicate and coordinate with government partners at zonal, woreda, and kebele levels.
  • Develop TORs and implement project activities in alignment with project objectives.
  • Facilitate training sessions and workshops for beneficiaries, health extension workers, and community members.
  • Collaborate with OPDs, MCH, and case teams to enhance services for children and youth with disabilities.
  • Develop communication materials to highlight project activities and successes.

Financial Management:

  • Develop project activity work plans and budgets.
  • Ensure financial utilization complies with Amref Health Africa and donor requirements.
  • Support resource mobilization and proposal development for project sustainability.

Project Coordination and Networking:

  • Coordinate with local communities, families, and stakeholders to promote awareness of disability rights and services.
  • Organize lesson-learning sessions and participate in relevant technical working groups.
  • Ensure administrative processes, including logistics and procurement, are fully implemented according to organizational and donor procedures.

Monitoring and Evaluation:

  • Monitor project activities using reports, site visits, and stakeholder interviews.
  • Evaluate project progress and prepare reports on outcomes and impact.
  • Ensure monitoring tools are developed and used collaboratively with project partners.
  • Document follow-ups and improvements from monitoring visits.

Problem Solving / Conflict Management:

  • Scan the environment, identify potential issues, and implement timely solutions.
  • Facilitate communication and discussions among project partners and government offices.
  • Identify and resolve bottlenecks to maintain smooth project operations.

Qualifications and Requirements:

  • Education: Master’s degree in Public Health or Health Care Management.
  • Experience: Minimum 5 years in project/program implementation, preferably in an NGO setting.
  • Experience coordinating emergency interventions in health and nutrition for drought-affected communities.
  • Languages: Fluent in English, Amharic, and Oromiffa (spoken and written).
