Context

Ethiopia has shown stronger commitment to improving immigration and border governance. IOM’s IBG Unit supports these efforts by strengthening border management, humanitarian border management, legal identity systems, policy frameworks and regional cooperation. The Programme Officer will oversee IBG programmes, working closely with the Senior Programme Officer and technical experts at the regional and global levels.

Responsibilities

Coordinate implementation of IBG projects, including border management information systems, regular pathways, immigration policy, counter-smuggling, trade and humanitarian border management. Ensure project coherence, quality, effectiveness and timely completion. Manage border management information system programmes in coordination with HQ MIDAS teams, authorities and donors, and ensure reporting compliance. Provide technical input for policy and operational tools supporting safe and regular migration. Guide regional and country offices in developing IBG projects based on trends and donor priorities. Provide technical supervision and support to programme staff. Lead capacity-building activities in areas such as identity management, biometrics, passport examination, document security, readmission, admission and stay pathways and passenger information systems. Maintain strong working relationships with government counterparts and facilitate regular coordination meetings. Co-develop trade-related border initiatives with the Ministry of Trade and Regional Integration and relevant security bodies. Oversee development of training and public information materials for immigration, customs and border authorities. Build partnerships with UN agencies, government institutions and other stakeholders involved in IBG-related activities. Support advancement of IBG priorities within the UN Network on Migration and initiatives related to the Global Compact for Migration. Travel as necessary to strengthen and support programme implementation. Perform other related duties as assigned.

Qualifications

Education: Master’s degree in International Relations, Political Science, Humanitarian Affairs, Economic Development, Business or Public Administration, International Studies or related fields with five years of experience, or bachelor’s degree with seven years. Universities must be accredited in the UNESCO WHED database.
Experience: Strong experience in immigration and border governance programming, project development, monitoring and evaluation. Experience managing multiple IBG projects and capacity-building activities. Experience with legal identity systems is an advantage. Experience liaising with government and diplomatic partners, managing teams, delivering training and organizing high-level workshops. Knowledge of migration issues in Ethiopia and the region, and familiarity with UN and donor programming.
Skills: Strong leadership and coordination abilities, excellent communication and writing skills, negotiation capacity, knowledge of migration data and labour mobility trends, ability to manage human and financial resources, strong organizational and analytical skills, capacity to work under pressure with minimal supervision.
Languages: Fluency in English required. Knowledge of another UN language is an advantage.
