About the Role
Expertise France is seeking a motivated Procurement and Contracts Officer to join its Project Support Unit (PSU) in Addis Ababa. The position focuses on legal, supply chain, purchasing, storage, contract management, and public procurement functions. The officer will work closely with the Procurement and Contracts Manager (PCM) and the Legal Affairs Department at headquarters to ensure compliance with procurement standards and smooth execution of contracts and grants.

Main Responsibilities

  • Receive and process contracting requests from PSU and projects in Ethiopia.
  • Support contract programming and optimization (PPC).
  • Select and implement procurement and grant procedures according to Expertise France’s regulations.
  • Draft amendments, terminations, and other contractual acts during implementation.
  • Support cross-functional activities including reporting, advice, and supplier management.
  • Maintain supplier databases and monitor national and international markets.
  • Prepare tender documents, manage bidding processes, evaluate offers, and finalize contracts.
  • Develop contract monitoring dashboards and provide guidance on contractual clauses.

Qualifications and Experience

  • Bachelor’s degree or higher (BAC+3) in Law or Administrative Management.
  • At least 2 years’ experience in procurement or contract management.
  • Experience working with international donors (EU, AFD, World Bank, etc.) preferred.
  • Strong negotiation, analytical, and report writing skills.
  • Excellent command of English; French is an asset.
  • Proficiency in Microsoft Office Suite.
