Position Summary:
The PMERL Advisor will provide senior-level leadership in planning, monitoring, evaluation, research, and learning. The role is responsible for strengthening WEEMA’s data systems, knowledge management, and learning practices, ensuring that evidence drives organizational decisions and program improvements. The Advisor will support the transition to a facilitative model and ensure that SHG-centered approaches are guided by high-quality data and robust measurement frameworks.

Responsibilities:
The Advisor will lead the design and implementation of an integrated PMERL framework across all programs, embed learning and adaptation cycles, and oversee data and digital systems. They will facilitate evaluations, baseline/endline assessments, operational studies, and learning exercises, translating findings into actionable strategies. The position also involves building capacities of staff, facilitators, and community teams, mentoring on facilitative leadership, and ensuring documentation and knowledge sharing are systematically implemented.

Qualifications & Experience:

  • Master’s degree in Monitoring & Evaluation, Knowledge Management, Development Studies, Organizational Learning, Public Health, Social Sciences, or related fields.
  • 6–8 years of experience in PMERL leadership, CLA, knowledge management, research, or systems strengthening.
  • Proven experience with SHGs, community-driven development, and organizational learning systems.
  • Strong skills in data quality, evaluation design, facilitation, mentoring, and evidence-based planning.
  • Fluency in English and Amharic; knowledge of local languages is an advantage.
