Job Overview:
Under the supervision of the Field Coordinator of IRC Jijiga and technical supervision of the P&C Deputy Director of IRC Ethiopia, the People and Culture (P&C) Manager oversees the field P&C department. The role covers all HR functions including talent management, contracts, staff development, onboarding, performance management, grievances, payroll, insurance, HRIS, and benefits administration. The P&C Manager works closely with all field departments and the P&C team in Addis Ababa.
Key Responsibilities:
HR Talent Strategy and Talent Architecture
- Implement IRC’s global HR policies and procedures across the field office.
- Maintain a thorough understanding of IRC personnel policies and ensure compliance.
- Review and recommend updates to national staff policies.
- Promote and uphold the IRC Way: Standards for Professional Conduct.
- Provide professional HR advice to managers on workforce planning, job design, employee relations, and communication.
- Consult with line managers on succession planning and talent retention.
- Provide guidance on recruitment, performance management, career development, and disciplinary processes.
- Ensure compliance with equal employment opportunity principles and labor law.
Talent Acquisition and Management
- Collaborate with the Field Coordinator to assess workforce needs and address human resource gaps.
- Plan and oversee recruitment processes to ensure timely hiring.
- Review job specifications and ensure completeness of personnel requisition forms.
- Guide hiring managers on job descriptions, advertisements, screening, interviews, and reference checks.
- Ensure transparent and fair recruitment processes aligned with IRC policies.
- Oversee onboarding and orientation for new staff, ensuring engaging and effective integration.
- Manage staff exit processes, including exit interviews and transition support.
- Analyze exit interview results and report findings annually to the Addis P&C office.
Supervision and Support
- Manage, coach, and evaluate P&C staff performance and development plans.
- Provide regular training and capacity-building sessions for the HR team.
- Ensure consistency in HR policy implementation across all units.
- Identify skill gaps in the P&C department and recommend training or solutions.
- Collaborate with the Staff Development Manager to assess training needs.
- Support performance management processes and ensure compliance with the IRC’s Performance Management Program (PMP).
HR Service and Administration
- Ensure compliance with Ethiopian labor law and IRC HR standards.
- Review HR documents such as payroll, overtime, back pay, severance, and new contracts before submission to Finance.
- Review HR-related payment and purchase requests for accuracy.
- Maintain an updated field office organogram in Workday.
- Track performance evaluations and HR data for analysis and reporting.
- Oversee the creation and timely issuance of staff letters (promotion, transfer, disciplinary, etc.).
- Ensure all personnel files are complete and securely maintained.
- Maintain accurate HRIS/Workday data and ensure field P&C staff are trained on its use.
- Participate in field office budget proposals, grant opening, and grant closing meetings.
Job Requirements:
Education:
- University degree or master’s degree in Management, Business Administration, Accounting, or a related field.
Work Experience:
- 4 years of professional experience for degree holders or 3 years for master’s degree holders in HR or Administration.
- At least 2 years of management experience.
- Experience in HR within the NGO sector is an advantage.
Skills and Competencies:
- Strong organizational and management skills.
- Proficiency in MS Word and Excel.
- Excellent written and spoken English, Somali, and Amharic.
- Ability to work under pressure and manage multiple tasks.
- Excellent communication and interpersonal skills.
- Strong representational and coaching abilities.
