Project Context
Expertise France works to strengthen public policies in developing and emerging countries in areas such as governance, economic development, education, health, and climate change. The project “Strengthen the capital market to be MSME-friendly serving the needs of enterprises and startups owned and led by youth and women” is co-financed by the European Union and the Agence Française de Développement, with a total budget of EUR 10 million. The project aims to improve access to finance and participation in capital markets for Micro, Small, and Medium Enterprises, particularly those led by youth and women in Ethiopia.
Mission Description
As the Outreach Officer for the project, the successful candidate will be responsible for developing and implementing the project’s outreach and visibility strategy. The role focuses on disseminating information about project opportunities, activities, objectives, and results, while ensuring proper visibility for the European Union, Expertise France, and project partners. The Outreach Officer will define outreach strategies, design communication tools, produce digital and printed content, organize events, and provide outreach-related support to project staff and stakeholders. The position reports to the Project Team Leader and works closely with the project team and the Expertise France Country Support Office in Ethiopia.
Key Responsibilities
The Outreach Officer will prepare and implement the project outreach plan and budget in coordination with the project team, the European Union, the Agence Française de Développement, and Expertise France headquarters. The role includes ensuring compliance with donor visibility and branding guidelines, managing and monitoring the outreach budget, defining outreach indicators, and reporting regularly to the Team Leader. The officer will identify dissemination opportunities at national, regional, and international levels and manage relationships with key stakeholders, media, and service providers. Responsibilities also include drafting, translating, and disseminating communication materials, managing outreach tools and stocks, organizing project events, training team members on outreach and visibility requirements, and maintaining dissemination and contact lists.
Expected Outputs and Stakeholders
The project aims to strengthen the capacities of capital market institutions, increase knowledge among youth- and women-led MSMEs on participation in capital markets, and enhance financial education among local and international investors. Key stakeholders include the Ethiopian Capital Market Authority, the Ethiopian Securities Exchange, the Accounting and Auditing Board of Ethiopia, and the wider entrepreneurship ecosystem.
Required Education
A master’s degree in communication, journalism, international relations, or a related field is required.
Professional Experience
Candidates must have at least five years of professional experience in communication or outreach roles, preferably within public institutions, international cooperation, or development assistance projects. Experience in Eastern Africa, particularly Ethiopia, and in organizing international events and multichannel communication campaigns is highly desirable.
Skills and Competencies
The position requires excellent written and spoken command of Amharic and English, strong interpersonal and intercultural communication skills, creativity and storytelling ability, autonomy, responsiveness, and the ability to work effectively in a multicultural team environment. Willingness to travel nationally and internationally is required.
Technical Skills
Proficiency in social media and community management platforms such as Twitter, LinkedIn, and Facebook is required, along with strong skills in Adobe Creative Suite tools including InDesign and Photoshop. Good command of Microsoft Office and Outlook is also expected.
Contract Duration
The contract is for an initial period of twelve months, with the possibility of renewal or extension up to forty-eight months, subject to performance and project needs. The expected start date is March 2, 2026, or a mutually agreed date.
